Obese Could Lose Benefits Unless They Diet

Obese people could lose benefits worth up to £100 a week if they refuse to diet, as a review into sickness payments is ordered by David Cameron.

Drug addicts and alcoholics could also lose benefits if they refuse treatment that would help them get a job, in a move aimed at stopping people claiming as a "lifestyle" choice.

"Too many people are stuck on sickness benefits because of issues that could be addressed but instead are not," said the Prime Minister.

"Some have drug or alcohol problems, but refuse treatment.

"In other cases people have problems with their weight that could be addressed, but instead a life on benefits rather than work becomes the choice.

"It is not fair to ask hardworking taxpayers to fund the benefits of people who refuse to accept the support and treatment that could help them get back to a life of work.

"The next Conservative government is determined to make sure that the hardest to help get the support they need to get them back to a fulfilling life."

Ministers estimate there are almost 100,000 people claiming sickness benefits on the grounds of treatable conditions such as drug or alcohol addiction, or obesity.

At present, there is no requirement for such people to undertake treatment, meaning it is possible to claim without making efforts at recovery.

Of the 2.5 million claiming sickness benefits, about 1.5 million have been claiming for more than five years.

Mr Cameron says he has asked Professor Dame Carol Black to undertake a rapid review in to how best to help those suffering from long-term yet treatable conditions back in to work.

"In particular, I have asked her to consider whether people should face the threat of a reduction in benefits if they refuse to engage with a recommended treatment plan," he said.

"It is vital that people who would benefit from treatment get the medical help they need."

Professor Black, a leading Government adviser on health, work and welfare, said: "I am deeply interested in trying to overcome the challenges these types of benefit claimants pose. 

"These people, in addition to their long-term conditions and lifestyle issues, suffer the great disadvantage of not being engaged in the world of work, such an important feature of society."

Explaining the reasons for the threat to axe benefits from the obese, drug addicts and alcoholics, a Government source said: "As well as the unwarranted expense, this represents an unproductive waste of human potential."

Tam Fry from the National Obesity Forum told Sky News: "Obesity is the issue which might bring down the NHS.

"We have the most appalling problem and so far the coalition government have done absolutely nothing serious about it. If this is a sign they are taking obesity serious then I think this is something they should be considering."

He added: "You've got to be very careful about how you do it because all those people who are fat because they have a metabolic and a medical syndrome attached to it, they have got to be protected.

"But for the people who just eat and eat and eat and refuse to take any kind of treatment, then I think there is a salvo that has to be fired across their bows."

However, disability campaigner Ellen Clifford was outraged by Mr Cameron's proposal, telling Sky News: "If you threaten taking away people's benefits that's not actually going to help people. It didn't work in the Victorian times, it's not going to work now.

"That isn't going to suddenly snap people out of an enduring condition. It's punitive and it's savage."

And former Labour spin doctor Alastair Campbell, who had a well-publicised battle with booze and is an Alcohol Concern ambassador, criticised the proposal as a "stupid little stunt".

He said the Prime Minister was "pathetic" and was not taking the problem of addiction seriously.

Fatal Pile-Up And Coach Crash Close Motorways

At least one person has died after dozens of vehicles were involved in a motorway pile-up on the M40, with "in excess of 30 people" being treated at the scene.

The crash occurred just before 7.50am this morning on the northbound carriageway between junctions 9 and 10 in Bicester, Oxfordshire. 

That stretch of the motorway has been closed by the emergency services, and is not expected to open until 2.30pm. A couple of southbound lanes have now reopened.

"It is quite a major collision. I understand that there are about 30 vehicles involved," a spokeswoman for the South Central Ambulance Service said.

"We have a lot of resources on the scene - ambulances, our helicopter ambulance, rapid response vehicles, our doctor and our hazardous area response team."

According to the Met Office, it was "quite foggy" in the area this morning, and this would have hampered visibility on the roads considerably.

Traffic was already busier than usual on the M40 as families began their getaways for the half-term holidays.

Meanwhile, several people have been "seriously injured" after a coach and a car crashed on the M1 at about 6.45am.

Bedfordshire Police have confirmed that the northbound stretch between junctions 12 and 13 will likely be closed until 1.30pm at the earliest.

The closures could see significant numbers of West Ham fans miss the 12.45pm kick-off against West Brom in the Midlands. They have been advised to avoid both motorways altogether.

Carney Sees Interest Rate Rises On Slower Path

The governor of the Bank of England has told MPs interest rate rises will be eased in more gradually than previously thought as the UK economy battles a tide of global pressures.

In his evidence to the Treasury Select Committee on the bank's latest Inflation Report, Mark Carney said the country is "still an economy that requires monetary stimulus".

He cited the worldwide growth slowdown and particularly weakness in Europe for falling UK rate rise expectations since the summer.

But he agreed the next monetary policy move would likely be a rise in the bank rate, which has remained at its record low level of 0.5% since March 2009.

His comments did nothing to dispel City forecasts of no increase before the second half of 2015, despite the UK economy being in better shape than many of its competitors.

Mr Carney cited factors weighing on inflation alongside the international slowdown.

He said: "The combination of that means the cumulative tightening over the forecast period is likely to be less than previously thought."

The Inflation Report had suggested that inflation was likely to fall below 1% in the coming months. 

Lower oil and commodity prices as well as the strength of the pound in recent months, together with weak wage increases, have kept inflation low.

A court in South Korea has sentenced the daughter of the boss of Korean Air to a year in prison after she threw a tantrum over a packet of airline nuts.

Heather Cho was the Executive Vice President of Korean Air until she was forced to resign in December following an incident on a Korean Air flight from New York to Seoul.

Cho had ordered the plane to return to its gate so the Chief Steward could be removed after she had been offered her first-class snack in a plastic packet rather than in a dish.

The 40 -year-old has been convicted of obstructing aviation safety after making an unauthorised demand for the plane to return to the gate. She was cleared of charges relating to allegations that she had tried to bribe the victims in the case.

One of the three judges said that the incident would never have occurred if Cho had shown consideration for other human beings, had not treated them as slaves, and had been conscious of public perception.

The incident happened in a three-minute period as the plane was backing away from the gate in preparation for take-off. CCTV footage from the gate at JFK airport, played in court, shows the Korean Air plane pulling back from the stand.

After backing up for 25 seconds, the plane stops and remains stationary for three minutes before moving back up to the gate.

A ceasefire in eastern Ukraine has been agreed after all-night marathon talks in Belarus involving the leaders of Russia, Ukraine, France and Germany.

It will come into effect on 15 February and will involve the withdrawl of heavy weapons, Russian President Vladimir Putin said.

"We have managed to agree on the main things," he told reporters after the talks, which began on Wednesday evening and lasted 17 hours.

Mr Putin said the discussions had taken so long because Kiev was unwilling to negotiate directly with rebels.

"Even though they have not been recognised, one needs to take into account the realities of life," he said.

Driverless Car Trials Begin Across Britain

A project to test driverless vehicles is being launched today in the hope the UK will become a leading global supplier.

A shuttle is being tried out in the London borough of Greenwich and an electric pod will be used on closed roads and pedestrian areas in Milton Keynes and Coventry.

Vehicles trialled in Bristol will also help gauge public reaction to the cars and assess legal and insurance issues.

Business Secretary Vince Cable said: "The UK is at the cutting edge of automotive technology - from the all-electric cars built in Sunderland to the Formula One expertise in the Midlands.

"It's important for jobs, growth and society that we keep at the forefront of innovation, that's why I launched a competition to research and develop driverless cars.

"The projects we are now funding will help to ensure we are world leaders in this field and able to benefit from what is expected to be a £900bn industry by 2025."

The Government says there are no legal barriers to the testing of automated vehicles on public roads.

Dr Nick Reed from the Transport Research Lab, which is running the Greenwich trials, said the shuttles use sensors to avoid hazards.

"Safety is paramount in our research and the vehicle is detecting moving objects around it, and if pedestrians are moving into its path it will slow down, and if they continue into its path it will come to a safe stop ahead of the pedestrian," he said.

It is hoped £19m of Government funding will help British designers get ahead of competitors.

In the US, Google has been testing its version for several years and car companies have been showing off their designs.

For the UK trials, a qualified driver will be ready to take control if necessary.

Insurer David Williams said: "Currently whoever is driving the car, or cars, are responsible for the accident, but going forward what's it going to be?

"Is it going to be the manufacturer of the vehicle? The person who programmed the software? And it gets even more complicated - most of these vehicles, they're not driverless all the time, they have the ability for people to interact and take over."

Machete Seized As Australia Plot 'Foiled'

Australian police say they have prevented an "imminent" terror attack linked to Islamic State (IS) after arresting two men in a Sydney suburb.

Police say a machete, a hunting knife and homemade IS flag were seized in Fairfield, as well as a video of a man talking about an attack.

New South Wales Deputy Police Commissioner Catherine Burn said the planned attack was "consistent with the messaging coming out of IS".

State premier Mike Baird said a potentially "catastrophic" incident had been avoided.

He said: "It was beyond disturbing, what was planned. Certainly, something catastrophic was avoided... and for that we should be very thankful."

When asked whether a beheading was planned, Ms Burns said police were unsure of the attack's nature, but added it was imminent and likely to have involved a knife.

"We believe that the men were potentially going to harm somebody, maybe even kill somebody, and potentially using one of the items that we identified and recovered yesterday, potentially a knife," she said.

The men, aged 24 and 25, would have carried out the attack on Tuesday if they had not been arrested that day, Ms Burn added.

"We built up information, we received further information which indicated an attack was imminent, and we acted," she explained.

Omar al Kutobi and Mohammad Kiad have been charged with undertaking acts in preparation or planning for a terrorist act, which carries a maximum punishment of life in prison.

They were refused bail during a brief court hearing on Wednesday. Neither man appeared in the courtroom.

Ms Burn said the men were not previously on their radar and she did not know whether the alleged target was the police, military or the general public.

However, she did confirm that one of those arrested features in the video that was seized.

Prime Minister Tony Abbott told Parliament the footage depicted one of the suspects kneeling in front of the IS flag with the knife and machete while making a statement in Arabic.

Police are trying to determine if the men were in contact with anyone associated with IS.

In December, a gunman claiming to represent IS took 18 people hostage in a 16-hour siege at a Sydney cafe.

The hostage situation ended in a hail of gunfire when police rushed the cafe.

The gunman, Man Haron Monis, and hostages Tori Johnson and Katrina Dawson died in the siege.

A number of raids have been carried out in Sydney and Melbourne since Australia raised its terror threat level to high for the first time in September, citing the likelihood of attacks by Australians radicalised in Iraq or Syria.

Australia, which backs US action against IS in Syria and Iraq, believes at least 70 citizens are fighting in the region, backed by 100 "facilitators" at home.

Man Held In Merseyside Anti-Terror Operation

A 31-year-old man has been arrested on suspicion of terror offences and police are searching five addresses on Merseyside.

The man is being held on suspicion of being concerned in the commission, preparation or instigation of acts of terrorism.

Officers from the North West Counter Terrorism Unit and Merseyside Police raided the houses after "intelligence received" from law-enforcement agencies.

Police said the searches were expected to take many hours or even days.

Detective Chief Superintendent Tony Mole from the North West Counter Terrorism Unit, said: "It is our intention to carry out a thorough, professional investigation to determine the circumstances and details of the activity reported.

"We are taking all measures necessary to ensure public safety, which is our primary concern.

"Members of the public will see a lot of police activity at a number of addresses in the coming hours and possibly days.

"However, it is absolutely vital to stress - and, I hope, at the same time, reassure the public - that there is no current threat or evidence of an imminent attack."

Lung Cancer 'Breathalyser' To Go On Trial

A "breathalyser" that can diagnose lung cancer will be used in two NHS hospitals this summer as part of a £1m clinical trial.

The device was originally invented by engineer Billy Boyle to detect explosives in airports and on the battlefield, but he refocused on medical applications after his wife Kate Gross, then 34, was diagnosed with colon cancer in October 2012.

Mrs Gross, who after leaving Oxford University had become a high-flying civil servant, advising prime ministers Tony Blair and Gordon Brown, was given a 5% chance of survival.

The LuCID (lung cancer indicator detection) project by Owlstone, the company founded by Mr Boyle, analyses the chemicals present in a person's breath.

Diseases like lung cancer produce miniscule but unique chemical traces.

This can indicate illness long before symptoms become obvious - when survival rates are much higher.

The survival rate for Stage 1 lung cancer is 75%; Stage 4 is just 5%.

Mr Boyle told Sky News: "The great thing is the technology exists today.

"We already have the microchip, we're working on small handheld devices in (a) GP's office.

"It's important to get the clinical evidence first. But we think we can have systems available, proven, within the next two years.

"And our goal is to save the NHS £245m - but more importantly to save 10,000 lives."

After two years with cancer, Kate died early on Christmas Day, aged 36.

Mr Boyle said: "Me and my wife talked about different applications of Owlstone's technology.

"We spent many years sitting in cancer wards in Addenbroke's in Cambridge and down in London and you see a lot of people there.

"And they're there because the disease is detected too late.

"So early detection means that you will have fewer people sitting in those waiting rooms.

"Because of the experience of my wife and my family, we saw the devastation that cancer brings to families, in the various hospitals that we've been.

"You develop technologies for a reason.

"Sometimes it's for monetary gain. Other times it's to make a difference. And I think we have a real opportunity to try and improve the lives of patients."

Owlstone's technology can be applied to other diseases too, including bowel cancer, tuberculosis and asthma.

Dr Jonathan Bennett, a consultant respiratory physician at Glenfield Hospital in Leicester, told Sky News: "If successful, this test could be delivered locally - for example at GP surgeries and pharmacies for people assessed at being high risk."

"We are looking forward to answering this question with this innovative study."

Topless Protesters Climb On Strauss-Kahn's Car

Dominique Strauss-Kahn has been confronted by topless protesters outside a courthouse in France before taking the stand at his "aggravated pimping" trial.

The economist was ambushed as his car approached the building, with Femen activists climbing on to the roof and shouting insults.

Many of the women had "guilty" scrawled on their half-naked bodies, amid allegations that Strauss-Kahn was involved in a prostitution ring.

Police handcuffed the demonstrators and forcibly removed them from the scene, throwing coats over the women's exposed chests.

Strauss-Kahn, the former head of the International Monetary Fund, faces 10 years behind bars and a £1.1m fine if he is found guilty of organising prostitutes to attend sex parties with him in luxury hotels around the world.

In court, the 65-year-old denied any wrongdoing and insisted that his attendance at sex parties was rare.

The one-time presidential hopeful is expected to say that engaging in orgies with consenting adults is within his rights, and that he was unaware that the women giving him attention were prostitutes.

In 2011, a maid accused Strauss-Kahn of sexual assault at a luxury hotel in New York. That case was eventually settled in a civil suit.

His lawyer, Henri Leclerc, said at the time: "In these circumstances one isn't always clothed, and I challenge you to tell the difference between a prostitute naked and any other woman naked."

Girl, 4, Among Deadly Bath Truck Crash Victims

Police are investigating the cause of a collision involving a tipper truck that left four people dead, including a four-year-old girl.

The 32-tonne truck, which was carrying aggregate, crashed into cars and pedestrians as it travelled down a steep hill in Upper Weston in Bath, Somerset, just after 4pm on Monday.

The girl, who was walking with her grandmother, died at the scene.

Three men from South Wales, aged 59, 52 and 34, were also killed when the truck overturned and smashed into their car at the bottom of the hill. 

Eyewitness accounts given to police suggest the driver of the truck had been trying to avoid an accident.

The area was busy with parents collecting children from school, and police have asked Weston All Saints Primary School to remain closed today due to the incident.

The young girl's grandmother was airlifted to Southmead Hospital in Bristol in a critical condition from a primary school playing field.

Another three patients, two men and one woman, suffered minor injuries and were taken to the Royal United Hospital in Bath.

One of the men - a HGV driver - and the woman remain in hospital with minor injuries, while the second man was discharged overnight.

A makeshift facility at the school was set up to treat several "walking wounded" with less serious injuries.

A detailed examination of the scene has begun, and motorists have been told to avoid the Lansdown Lane area between the High Street and Deanhill Lane, which will remain closed.

Avon and Somerset Police Chief Inspector Norman Pascal said: "This is a tragic incident in which three men and a young girl have lost their lives and we're carrying out a full and meticulous investigation to find out what happened.

"The tipper truck has been recovered and will undergo a full examination and our investigators will be carrying out further inquiries at the scene today.

"We have specially trained family liaison officers supporting the victims' families to make sure they have all the help they need and are being kept updated on the progress of our investigation."

Liberal Democrat MP Don Foster said the council had imposed a 20mph speed limit on parts of the road to improve safety.

"It is a road where we have put speed limits in and flashing lights because it is quite a steep hill coming down," he said.

"There have been attempts by the council over the years to improve safety on the road."

A riot outside a major football match in Egypt has killed at least 25 people, authorities have said.

The violence preceded a game between Egyptian Premier League clubs Zamalek and ENPPI at the Air Defense Stadium east of Cairo.

Anonymous security officials said some people died during a stampede, while others were killed in clashes with police.

They claimed Zamalek fans tried to get into the game without tickets, sparking clashes.

However, a group of Zamalek fans known as the White Knights posted on Facebook that violence started because the authorities only opened one narrow, barbed-wire door to let them in.

The violence preceded a game between Egyptian Premier League clubs Zamalek and ENPPI at the Air Defense Stadium east of Cairo.

Anonymous security officials said some people died during a stampede, while others were killed in clashes with police.

They claimed Zamalek fans tried to get into the game without tickets, sparking clashes.

However, a group of Zamalek fans known as the White Knights posted on Facebook that violence started because the authorities only opened one narrow, barbed-wire door to let them in.

HSBC Helped Clients Dodge Tax - Report

HSBC's Swiss banking arm helped wealthy customers avoid tax and hide millions of dollars, according to a report by a network of investigative journalists.

The British banking giant provided accounts to international criminals, corrupt businessmen, politicians and celebrities, secret files analysed by the International Consortium of Investigative Journalists (ICIJ) show.

The documents have led to criminal investigations in several countries and attempts to get the money back after being stolen by an IT worker in 2007 and passed to authorities in France.

Details of the 30,000 accounts, which hold nearly £78bn of assets, are coming to light after the files were obtained by the French newspaper Le Monde and analysed by the ICIJ.

The files are reported to include evidence that the bank colluded with some clients to hide accounts from tax authorities in their home countries.

While holding a secret bank account is not illegal, they have been used by some to deliberately conceal assets to dodge tax, which is against the law.

"HSBC profited from doing business with arms dealers who channelled mortar bombs to child soldiers in Africa, bag men for Third World dictators, traffickers in blood diamonds and other international outlaws," the ICIJ reported.

According to the files, the bank's clients included former and current politicians from Britain, Russia, India and a number of African countries.

Those named in the files include people sanctioned by the US, such as Turkish businessman Selim Alguadis and Gennady Timchenko, an associate of Russian President Vladimir Putin who was the subject of sanctions over the Ukraine crisis.

HM Revenue and Customs (HMRC) was passed the data - known as the Lagarde List - in 2010 and has since then clawed back £135m from some of the 3,600 Britons identified as potentially avoiding tax.

But some MPs have complained about HMRC's perceived slow progress and the fact that only one evader has been prosecuted to date.

The revelations have sparked a blame game between the Conservatives and Labour over the failure to tackle the problem of hidden accounts and tax evasion.

Ed Miliband said there were questions over the appointment of Lord Green, who ran the bank during the period and was appointed as trade minister in 2010.

He said: "I think this is a very serious situation and the Government has some serious questions to answer.

"We need to know why HMRC apparently did not act, apart from at the margins, on the information that they seem to have been given about what was going on.

"We need to know from the Government why they appointed Stephen Green of HSBC as a trade minister well after this information was passed to HMRC.

"I would like to see the Government explain what they did.

"We cannot have a country where tax avoidance is allowed to carry on and where government just turns a blind eye."

City Minister David Gauke told Sky News he "was not aware of any evidence" that Lord Green had been involved in any improper activity.

Mr Gauke called on Shadow Chancellor Ed Balls, who was City Minister in the years up to 2007, to make an urgent statement in the Commons about what he knew about the claims and why the Labour government allowed large-scale tax avoidance and evasion to take place.

The bank said in a statement that since the period in question, it had "implemented numerous initiatives designed to prevent its banking services being used to evade taxes or launder money".

"Although there are numerous legitimate reasons to have a Swiss bank account, in some cases individuals took advantage of bank secrecy to hold undeclared accounts," the statement continued.

"This resulted in private banks, including HSBC's Swiss private bank, having a number of clients that may not have fully met their applicable tax obligations.

"We have taken significant steps over the past several years to implement reforms and exit clients who did not meet strict new HSBC standards, including those where we had concerns in relation to tax compliance," it added.

"We are fully committed to the exchange of information with relevant authorities and are actively pursuing measures that ensure clients are tax transparent, even in advance of a regulatory or legal requirement to do so.

"We are also co-operating with relevant authorities investigating these matters and we acknowledge and are accountable for past control failures."

HMRC said in a statement: "We have systematically worked through all the Lagarde data.

"As a result tax, interest and penalties have now been paid by those who hid their assets in Switzerland to get out of paying tax.

"The decision to prosecute is made by the Crown Prosecution Service based on the facts."

Hooded Gunmen Fire On Police In Marseille

Hooded gunmen have fired on police in the French city of Marseille where the Prime Minister Manuel Valls had been due to visit.

A patrol car was the target of the attack, according to reports.

The shooting, which could be gang-related, happened on the Castellane estate on Monday morning.

Some 7,000 residents are in lockdown and have been ordered not to go outside.

Witnesses said a gang of around 10 armed men fired Kalashnikovs into the air.

About 40 police officers are reported to be positioned on a roundabout.

Elite security forces have been sent to the scene, according to a police source.

Local politician Samia Ghali tweeted that Castellane is in a "state of siege", adding it is was his "worst nightmare".

France has been on high alert in the wake of recent terror attacks.

French journalist Stefan De Vries told Sky News: "The area is sealed now and heavily armed squad teams are in the area.

"There is a very high murder rate but almost all the murders are gang-related. Very few victims are civilians."

The shooting comes as a senior French official said the country was stepping up its efforts to combat extremism.

In response to the threat posed by returning jihadists, Elisabeth Guigou, president of the French National Assembly's Committee on Foreign Affairs, said France is ramping up security.

Speaking at the Munich Security Conference, she said the measures included reinforcing border inspection and setting up hotlines.

"We estimate that about 1,300 French people or residents in France have been concerned by going back and forth to Syria or to Iraq, so that's quite a lot of people to keep an eye on," said Ms Guigou.

NHS To Probe Thousands Of Patient Deaths

Thousands of patient deaths are to be investigated to see whether they could have been avoided in a new drive to make the NHS safer.

For the first time anywhere in the world the medical notes of around 2,000 patients who have died in England will be analysed by experts every year.

The data will be used to give the most comprehensive ever estimate of avoidable mortality in hospitals around the country.

Every hospital chairman will have to write to the Health Secretary annually setting out their plan for eradicating unnecessary deaths.

Jeremy Hunt said: "I'm determined to go even further in rooting out poor care.

"I want all hospital boards to have a laser-like focus on eradicating avoidable deaths in their organisation; even one life lost to poor care or safety error is too many."

The announcement comes as a new analysis revealed that 11 hospital trusts put under 'special measures' 18 months ago because of their high death rates have dramatically improved their care.

Extra staff, management changes and mentoring by more successful NHS organisations cut death rates at the 11 hospitals by more than 9% - three times more than the national average.

Health analysis company Dr Foster, which carried out the research, estimated that at least 450 lives have been saved as a result.

Roger Taylor, who led the research, said: "We were not expecting to find such a strong result.

"It is remarkable to see this intervention has produced a real change and improvement for patients.

"It has saved lives and produced better care."

A further eight hospital trusts have since been put into special measures, bringing the total to 19.

The Department of Health said the trusts have employed an extra 1,800 nurses and 110 doctors. Almost 130 senior managers have been replaced.

Mr Hunt will this week publish a report on the culture change in the NHS in the two years since the inquiry into the Mid-Staffs hospital scandal.

He is expected to announce new measures to support staff to speak up about poor or unsafe care.

Shadow health minister Andrew Gwynne says the review is not ambitious enough.

He added: "Labour is looking at whether we can go further and have a mandatory review of case notes for every death in hospital - not just for a sample of cases as Jeremy Hunt proposes.

"But as well as initiatives to measure avoidable harm, we need action to prevent it from happening in the first place. The sad truth is that by turning the NHS upside down with a damaging reorganisation and causing a crisis in A&E, the Tory-led Government is making care problems more likely, not less."

Prince Charles: UK Youth Extremism 'Alarming'

The Prince of Wales has voiced concern over the "alarming" radicalisation of young people in the UK.

In a radio interview Prince Charles said the extent to which young people are becoming radicalised is one of the "greatest worries".

He said it was particularly concerning "in a country like ours where you know the values we hold dear".

"You think that the people who have come here, born here, go to school here, would abide by those values and outlooks," the Prince told BBC Radio 2's The Sunday Hour.

His comments came as he kicked off a six-day tour of the Middle East. 

The Prince of Wales landed in Jordan late on Saturday, where he is due to hold talks with King Abdullah II.

Jordan has carried out three consecutive days of airstrikes on Islamic State targets after the terrorist group released a video showing 26-year-old Jordanian pilot Moaz al Kasabeh being burned to death.

Prince Charles said preventing the radicalisation of Muslim youth was a "great challenge" and something that could not be swept "under the carpet".

He expressed particular concern over the threat posed by young Muslims coming into contact with extremists online, describing it as "frightening".

"I can see I suppose to a certain extent, some aspect of this radicalisation is a search for adventure and excitement at a particular age," he said, adding that he had tried to create alternative paths for young people through his work with The Princes Trust charity.

The Prince's tour will also see him travel to Kuwait, Saudi Arabia, Qatar and the United Arab Emirates.

His first official stop in Jordan was a Syrian refugee camp to see how thousands displaced from their homeland are rebuilding their lives.

The Prince was joined by International Development Secretary Justine Greening.

Ukraine: Putin 'Like A Mid-20th Century Tyrant'

Foreign Secretary Philip Hammond has accused Russian President Vladimir Putin of acting like a "mid-20th century tyrant" over Ukraine as he said the UK's bar on supplying weapons to Kiev would be "kept under review".

His comments to Sky's Murnaghan programme came as US Secretary of State John Kerry insisted there was no split with Europe over handling the crisis.

Germany's Angela Merkel has rejected sending arms to Kiev, as the US considers providing weapons to the Ukrainian military.

Mr Hammond told Murnaghan: "Britain's position is that at the moment we do no think that supplying arms is the right thing to do but obviously if the situation on the ground changes we'll keep that position under review."

And he insisted Western sanctions were having an impact.

Mr Hammond said: "When coupled with the catastrophic effect on the Russian economy of the decline in the oil price they are putting pressure on the Kremlin.

"Putin is toughing this out but we all know in the end the economic facts cannot be ignored.

"If your economy is cratering you cannot support the kind of foreign adventures Putin is undertaking.

"He will have to trim his behaviour to reflect the decline in the Russian economy."

The Secretary of State branded Moscow's annexation of Crimea illegal and said it must be reversed.

He said: "This man has sent troops across an international border and occupied another country's territory in the 21st century acting like some mid-20th century tyrant. Civilised nations do not behave like that."

"We do not see any reason to tolerate this kind of outrageous and outdated behaviour from the Kremlin."

Mr Putin is to discuss a peace plan for eastern Ukraine in a phone call with the French, German and Ukrainian leaders later.

German Chancellor Angela Merkel and French President Francois Hollande are leading diplomatic efforts to halt the bloody conflict, which has claimed the lives of more than 5,000 people since April.

At the Munich Security Conference on Saturday, Mrs Merkel said the bid to end the fighting was "uncertain but worth trying", while Mr Hollande also warned it was "one of the last chances for peace".

The plan is understood to centre on a failed peace deal agreed in Minsk last September.

However, territorial gains made by pro-Russian rebels since then raises doubts over whether they will respect the pact in its existing form.

Mr Hollande said the agreement could include a demilitarised zone and greater autonomy for the separatist eastern region.

Russian Foreign Minister Sergei Lavrov, also in Munich, said there were "good grounds for optimism" that the talks could secure a deal.

The diplomatic push comes against an escalation in violence between the separatists and Ukrainian forces in the east of the country.

In the latest fighting, the Ukrainian military said the pro-Russian separatists had increased shelling of government forces and appeared to be amassing for new offensives on the key railway town of Debaltseve and the coastal city of Mariupol.

Arguing sending weapons to Ukraine would not help end the crisis, Mrs Merkel said: "I understand the debate but I believe that more weapons will not lead to the progress Ukraine needs. I really doubt that."

But her stance has led to a sharp rebuke from hawks in Washington, who have accused Berlin of turning its back on an ally.

Republican US Senator John McCain said: "The Ukrainians are being slaughtered and we're sending them blankets and meals. Blankets don't do well against Russian tanks."

NATO's top military commander has also said sending weapons should not be ruled out.

US Air Force General Philip Breedlove told reporters at the Munich conference: "I don't think we should preclude out of hand the possibility of the military option."

But the US Secretary of State John Kerry has insisted there is "no split" with Europe over handling the Ukraine crisis.

"We are united in our diplomacy," he said.

On Saturday, US Vice President Joe Biden backed the Franco-German peace bid but made clear the White House stood ready to provide Ukraine with the means to defend itself.

He told the Munich summit: "Too many times President Putin has promised peace and delivered tanks, troops and weapons."

Addressing the conference, Ukrainian President Petro Poroshenko brandished several passports taken from Russian soldiers in what he claimed was proof of Moscow's "presence" in his country.

Russia has consistently denied backing the rebels.
