School Shooting: Tributes To British Victim

The family of a six-year-old British boy killed in the Sandy Hook shootings have paid tribute to their "joyous" son at his funeral.

Dylan Hockley was one of 20 children shot dead by gunman Adam Lanza at the elementary school in Newtown, Connecticut, last Friday.

The little boy died in the arms of his favourite teacher Anne Marie Murphy, who was also killed in the shooting.

Mother Nicole Hockley told the congregation at Walnut Hill Community Church in Bethel, Connecticut, that Dylan - who had a form of autism that hindered his language development - would flap his arms when he got excited.

When she asked him why, he replied: "Because I am a beautiful butterfly."

Hundreds of family and friends filled the church to commemorate Dylan's life.

Purple and white balloons were released at the end of the funeral to symbolise the 20 children and six adults killed at Sandy Hook school. Purple was Dylan's favourite colour.

He was born in Hampshire to a British father and American mother - Ian and Nicole Hockley - and the family moved to Newtown two years ago.

They praised staff at the school including headteacher Dawn Hochsprung and teacher Vicki Soto, who have been hailed as heroes as they tried to protect pupils from the gunman. Both women died in the attack.

A statement from the family after his death read: "Everyone who met Dylan fell in love with him. His beaming smile would light up any room and his laugh was the sweetest music.

"There are no words that can express our feeling of loss. We will always be a family of four, as though Dylan is no longer physically with us, he is forever in our hearts and minds.

"We love you Mister D, our special gorgeous angel."

It comes after America's leading gun lobby, the National Rifle Association, called for armed guards to be placed in schools to prevent shootings.

Weather: Heavy Rain Sparks Christmas Misery

Families preparing for Christmas have been hit by floods and travel chaos as heavy rain batters Britain.

The south west of England has been particularly badly affected by the downpours and four severe flood warnings for Devon and Cornwall are now in place.

Some residents in Helston, Cornwall, were evacuated overnight after river levels rose and the Environment Agency warned that widespread flooding was "imminent".

There are fears about the River Cober in the town with more rain expected later on Saturday, raising fears some families may not be back home for Christmas.

Cornwall Council spokeswoman Trisha Hewitt said: "There is expected to be 30mm of rainfall during a six hour period from 5pm.

"As this is falling on saturated ground, this could cause further flooding."

The River Fowey is also subject to a severe flood warning, with another two for the River Caen in Braunton, Devon.

Braunton, which is in north Devon, has already been effectively cut off after the river burst its banks.

"The public are not attempted to attempt to drive to the town as it is flooded," Devon and Cornwall Police said.

There are a further 101 flood warnings, where flooding is expected, and another 301 alerts where it is considered possible.

Much of Britain saw deluges of rain early on Saturday as millions started the holidays, with Christmas Day now looking set to be a washout.

The water has already led to major issues on road and train networks, which will spell trouble for Britons travelling this weekend.

Conditions are so bad in the south west that First Great Western has told passengers not to travel.

Flooding between Taunton and Exeter St Davids and a signalling problem are causing major disruption.

There are no trains between Plymouth and Tiverton Parkway or Taunton, and a replacement bus service is running from Exeter St Davids to Tiverton Parkway and Taunton.

Further road replacements are being organised to run between Plymouth and Exeter St Davids, but this is expected to add another 90 minutes to journey times.

First Great Western and CrossCountry services are accepting each other's passengers, National Rail said.

A major signalling problem caused by a fire yesterday that affected electrical cables and railside signalling equipment at Preston Park is also causing major disruption near Brighton.

Diversions are in place, with trains between Brighton and Gatwick airport travelling half-hourly and buses laid on for some passengers.

There are also signalling problems affecting some Cross Country and London Midland routes in and around Birmingham.

Flooding near Rhoose Cardiff International Airport is causing disruption on Arriva Trains Wales.

And there remain problems on all London Midland routes because of driver shortages that have been an issue since October.

Replacement bus services are also in place between Bedford and Bletchley because of a lack of crew and in Liskeard and Looe in Cornwall due to flooding.

A landslip has caused rail problems in the Glazebrook area near Warrington, affecting some First TransPennine Express services and links to Manchester.

On the roads, the A38 from Bodmin towards Exeter is currently closed because of flooding. The northbound exit slip road on the A19 in Cleveland at the junction with the A139 is also shut.

There are also delays on the A27 eastbound between B2144 and A285 near Chichester because of flooding.

Mike Williams, from the Environment Agency, said: "This is the last weekend before Christmas, so it will be particularly busy with people travelling through the region.

"We would urge people to take extra care when planning their journeys and we aware of the risk of flooding.

"Our teams have been out around the clock to minimise the risks and prepare for flooding.

"People need to keep up to date with the weather forecast and remain prepared for flooding in their area and stay away from dangerous flood water or attempting to drive through it."

Britons attempting to get to Heathrow have also been hit by changes to the Heathrow Express service, which on Friday forced thousands of passengers onto the Underground.

Trains are running normally on Saturday but are due to start later on Sunday and will then not run at all on Christmas Day and Boxing Day because of engineering work.

British Airways alone is set to handle nearly 31,000 passengers on Christmas Day as an estimated four million Britons travel abroad for the rest of the holidays.

There was some good news after two main line rail strikes that threatened to cause travel chaos over the Christmas period were called off.

But the train drivers' union Aslef is still striking on Boxing Day in a move that will hit the Underground and has already forced the cancellation of the Arsenal-West Ham United football match.

The other main train problem for the festive period is likely to be engineering work on the West Coast Line.

There are no direct services from London Euston to Milton Keynes, Birmingham, Manchester, Liverpool or Glasgow on December 23 and 24.

Direct services resume on December 27 but with two of the four lines closed up to and including New Year's Eve.

Gavin Mooney: British Economist Beaten To Death

An eminent British economist and his wife have been murdered at their home in Australia.

Professor Gavin Mooney, 69, and Dr Delys Weston, 62, were found at the property in Tasmania on Wednesday and are thought to have been bludgeoned to death.

The retired Briton was previously the director of the Social and Public Health Economics Research Group in Australia and held a number of senior positions at universities in the country.

He was born in Glasgow in 1943 and graduated from the University of Edinburgh before embarking on a career that saw him hold academic positions in the UK, Denmark and Australia.

He moved to Australia permanently in 1993.

Australian health minister Tanya Plibersek said the deaths were a "tragic loss for the health community, both in Australia and internationally".

She said: "Professor Mooney was a fearless advocate for social justice, and in particular the role of citizen juries, leading debates on the importance of consumers in determining how their health resources are allocated.

"Described as 'one of the founding fathers of health economics', his research was driven by real world challenge and geared towards identifying practical solutions.

"He was an inspiring teacher and supervisor, which when coupled with his extensive publication record, will ensure his legacy persists."

Australian media reports claimed Dr Weston's son has been charged in connection with the deaths and is expected to appear in court in the New Year.

Stunt Rider Eddie Kidd: Wife's Assault Charge

The estranged wife of paralysed motorbike stunt rider Eddie Kidd has been charged with assaulting him.

Samantha Kidd is due to appear in court next month accused of assaulting the 53-year-old six times in four months.

The 44-year-old, of High Street, Seaford, allegedly beat her husband between July and October this year.

A spokesman for Sussex Police said they received a report of domestic abuse on December 11.

He said Mrs Kidd was charged after a "prompt and thorough investigation" and bailed to appear before magistrates in Brighton on January 9.

She must not contact Mr Kidd or visit the area where he lives during that time.

Mr Kidd, who made more than 10,000 daredevil jumps during his career, was paralysed and suffered brain damage in a motorbike accident near Stratford-upon-Avon, Warwickshire, 16 years ago.

In 1984, aged 18, he broke a world record by jumping 190ft over 14 double-decker buses in London.

He jumped the Great Wall of China in 1993 and was challenged to a duel by Robert 'Evel' Knievel in the same year.

His stunts have also featured in a number of films, including Hanover Street, Riding High and the James Bond movie Goldeneye, in which he appeared as Pierce Brosnan's double.

Mr Kidd carried the Olympic torch through Lewes in July and was made an OBE at a ceremony at Buckingham Palace in October.

In 2011, he completed the London Marathon in 50 days, raising nearly £100,000 for the charity Children With Cancer UK.

BAE Strikes £2.5bn Deal With Oman

A deal worth £2.5bn has been completed between British defence manufacturer BAE Systems and Oman.

It will see BAE provide the Gulf state with 12 Eurofighter Typhoon aircraft and eight Hawk training jets.

As well as supplying aircraft, BAE Systems will provide in-service support to the Royal Air Force of Oman's (RAFO) operational tasks.

Work to start building the aircraft will begin in 2014, with the first jets due for delivery in 2017.

But the markets did not seem too enthusiastic about the announcement, as the BAE share price was trading down 2% during the early hours of trading.

More importantly for the company's future financial health is the Salam deal for 72 Typhoon jets with Saudi Arabia, worth £4.5bn.

Earlier this week, BAE warned that its 2012 earnings would suffer if no agreement was reached on this deal by February 21.

Last month, Prime Minister David Cameron visited Jordan, Saudi Arabia and the United Arab Emirates on a trade mission to promote BAE and persuade the states to buy British-made defence equipment.

It is unusual for a British prime minister to promote defence companies so openly but the Government is seeking to build closer ties with friendly Middle Eastern states in the face of what it sees as a growing threat in the region from countries like Iran.

The move also demonstrates an attempt to forge links outside of the traditional Nato countries.

The deal is not only important for BAE Systems, but also for the companies that form the supply chain, many of which are based in the UK.

The deal will support BAE's assertion that it still has a strong business with a positive future after the proposed merger with EADS collapsed in October.

Cuts to defence budgets globally have resulted in a tougher and more competitive market, and BAE had hoped a merger with a company that specialises in civil aviation would lessen any effect of budget cuts.

Guy Griffiths, group managing director for BAE Systems' International business, said: "Receiving this contract is an honour and is excellent news for both BAE Systems and the Eurofighter Typhoon consortium.

"We look forward to working in partnership with Oman's Ministry of Defence, and the Royal Air Force of Oman, to ensure this is a highly successful programme that maximises the potential of both Hawk and Typhoon."

Oman becomes the seventh country in the world, and the second in the Middle East, to operate the Typhoon, joining the air forces of the United Kingdom, Germany, Italy, Spain, Austria and Saudi Arabia.

Flood Fears Rise Ahead Of A Soggy Christmas

Flooding is set to hit Britain as successive bands of heavy rain move across the country ahead of a damp Christmas.

Most of England, Wales and Scotland is expected to be wet today with heavy rain in some places.

Snow is also likely over the Scottish mountains, especially on southeast-facing slopes of the Grampians where blizzard conditions are possible.

The Environment Agency (EA) said large swathes of southern and southwestern England, southeast Wales and the Midlands are potentially under threat today, with flood warnings likely in parts of the South West, the South East and East Anglia.

Some 25mm to 35mm fell overnight in parts of the South West.

Sky News weather presenter Isabel Lang said: "Although it will ease during the day in the South West, there will be persistent rain elsewhere.

"Amounts of rain will vary but a further 25 to 50mm is forecast today which will continue to raise flooding concerns.

"Driving conditions will also be difficult in places with standing water and localised flooding already reported."

Although Friday will largely be dry in the South West, the next band of rain is set to move in by the evening and brings renewed flood risks.

Lang said: "The next band coming through is very moist and warm air. There is the potential for major disruption.

"After a white Christmas in 2010 and an unseasonably warm 2011, we may have a wet 2012 Christmas."

Areas of England and Wales were last month engulfed by flood water that surged through streets and down roads.

Rivers burst their banks and fields were flooded as several days' rain fell in just a few hours.

EA flood risk manager Craig Woolhouse said: "Our teams are out around the clock to minimise the risks and prepare for flooding, clearing drainage channels and ensuring that flood defences are working properly.

People have been advised to check their route for disruption before travelling, and not to drive or walk through floodwater.

The EA now offers a free flood warning service on its website.

Mr Woolhouse said: "We urge people to keep up to date with the weather forecast and local news overnight and remain prepared for flooding in their area by signing up to receive free flood warnings and staying away from dangerous flood water."

Plebgate: Second Arrest Over Mitchell Row

Scotland Yard have arrested a second man in connection with their inquiry into the Andrew Mitchell "plebgate" row.

The 23-year-old was held on suspicion of intentionally encouraging or assisting the commission of an indictable offence on or around December 14.

He is not a police officer or a member of police staff but the arrest relates to claims by an officer to have witnessed the clash in Downing Street, Scotland Yard said.

He was arrested on Wednesday night and questioned at a London police station before being released on bail to return in January.

The move comes days after a serving police officer was arrested on suspicion of misconduct in public office in connection with the affair.

December 14 was the day after police received fresh information about the argument on September 19 and one day before the officer was arrested.

The Met Police now have 30 officers working on an investigation into the row after widening their probe when new revelations emerged.

Mr Mitchell was forced to quit as Tory chief whip over the clash but insists he was the victim of a "stitch-up" and is pushing for a full inquiry.

Allegations that an officer posed as a member of the public and falsely claimed to have witnessed the argument are now being looked at by police.

They are also examining the possibility of a "conspiracy" to smear Mr Mitchell as part of a "large scale and complex investigation".

And CCTV footage which appeared to conflict with the official police log of the altercation, which was leaked to the press, is being scrutinised.

Prime Minister David Cameron has described allegations that an officer tried to "blacken the name of a Cabinet minister" as a "very serious issue".

The officer allegedly wrote an email to his local MP, Conservative John Randall, posing as a member of the public and accusing Mr Mitchell of calling police "plebs".

The account in the email, which was written the day before the story first appeared in the press, was very similar to the police log which was also later leaked.

Littered with grammatical errors, spelling mistakes, capital letters and malapropisms, it was passed to Downing Street on September 25.

According to Channel 4 News, the writer claimed he had been walking past with his nephew and recognised Mr Mitchell.

"Imagine our horror when we heard MR MITCHELL shout very loudly at the police officers guarding YOU [expletive blacked out] PLEBES!! and "YOU THINK YOU RUN THE [expletive blacked out] COUNTRY" and just continued to shout obscenities at the poor police officers," he wrote.

Mr Mitchell has admitted swearing at police but insists he never said the word "plebs" - a word that was seized on by Labour and the Police Federation.

The email allegedly helped fuel the row and keep up the momentum that eventually forced the MP to stand down several weeks later.

At the time, Cabinet Secretary Sir Jeremy Heywood compared the email's claims to the CCTV footage. He decided they were not "reliable" but did not look at the police log.

There is speculation Mr Mitchell could be restored to the frontbench, depending on the results of the police investigation.

BBC Takes Advice On Slashing Entwistle Pay-Off

The BBC has taken advice about recouping some of the £450,000 pay-off to its former director-general after being accused of a "cavalier" attitude over the handout.

BBC Trust chairman Lord Patten revealed they had discussed the possibility of using a claw back clause in the contract with lawyers but was doubtful it would apply.

For it to work, there would need to be very strong grounds implicating George Entwistle in Wednesday's Pollard review into the Jimmy Savile and Lord McAlpine scandals.

Mr Entwistle has already claimed the report vindicates him, although it does highlight his lack of control during the crisis and wider "chaos and confusion".

Lord Patten conceded the Trust had "in hindsight" chosen the wrong person for the top job but insisted the BBC would have ended up in an "appalling mess" had it not agreed to the deal.

His comments came as the corporation endured fresh criticism over the payment to the former director-general, who resigned in November after just 54 days in the job.

The BBC chief was forced to stand down because of his handling of the Jimmy Savile crisis and fallout from false claims on Newsnight about Lord McAlpine.

His £450,000 pay-off was double what he was owed under contract and he was also handed a raft of further benefits, including a year's private healthcare and money to handle the press.

The Commons' Public Accounts Committee (PAC) said this was "out of line both with public expectations and what is considered acceptable elsewhere in the public sector".

It also criticised the pay-offs given to 10 other senior managers, including £949,000 for former deputy director-general Mark Byford and £670,000 for former chief operating officer Caroline Thomson.

During a PAC session, MPs claimed Ms Thomson had been awarded the money partly as "compensation" after she missed out on the job of director-general.

The committee's report described the payments as "excessively generous" and also expressed concern that the BBC Trust had turned down an offer from the National Audit Office to examine its deal with Mr Entwistle.

Ms Hodge said: "The BBC's generosity with severance packages goes beyond the one awarded to George Entwistle. Since 2010, over £4m in total has been made in severance payments to 10 other departing senior managers.

"The BBC is also providing 422 senior managers with private medical cover as part of their remuneration packages.

"We have asked the comptroller and auditor general to include in his 2013 programme of work on the BBC an examination of severance payments and benefits for senior managers."

Mr Entwistle was only due £225,000 under his contract but demanded more. A deal was quickly signed off to allow a clean break and the appointment of a new boss as soon as possible.

The committee said: "By agreeing to this payment, the BBC Trust may have secured the director-general's quick departure but it did not act in the wider public interest. Public servants should not be rewarded for failure."

The Trust insists the terms were the "best available in the circumstances" because a legal battle had they refused would have taken time and could have cost even more.

Lord Patten told BBC's Radio 4 Today programme: "It was precisely because we were dealing with public money and a great public service broadcaster that we took the view that it was more sensible to settle for the amount that we were being asked for rather than fetch up paying more for a constructive dismissal."

He added: "We've taken legal advice about whether we could actually take any money back. In order for us to do so we have to be able to argue that, on the basis of what Pollard says, it would have been justified to make a summary dismissal of the former director-general.

"I rather doubt whether we will get the legal go ahead for that."

But Ms Hodge said: "They don't get it that they are being paid through the licence fee, which is a form of taxation, and they don't understand that people find this astonishing."

Plebgate: Call For Inquiry After New Claims

Former chief whip Andrew Mitchell has demanded a full inquiry into the "plebgate" row that cost him his job after new revelations cast doubt on the affair.

Allegations have emerged that a police officer posed as a member of the public and falsely claimed to have witnessed the argument.

The officer wrote an email to his local MP giving details of Mr Mitchell's behaviour during the clash when he was blocked from cycling through the main gates.

Newly-emerged CCTV footage of the altercation on September 19 also appears to conflict with the official police version of events.

Mr Mitchell, who eventually quit in October after a month under intense pressure, has claimed he was the victim of a "stitch-up" and demanded a full inquiry.

And Number 10 issued a particularly strong-worded statement about the claims, which emerged after a member of the diplomatic protection squad was arrested last week.

"Any allegations that a serving police officer posed as a member of the public and fabricated evidence against a Cabinet minister are exceptionally serious," a spokesman said.

"It is therefore essential that the police get to the bottom of this as a matter of urgency."

Scotland Yard is already investigating and has vowed to establish the truth "as quickly as possible".

"The allegation that a serving police officer fabricated evidence is extremely serious. It goes to the very heart of the public's trust in the police service," a spokesman said.

Mr Mitchell was thrust to the centre of a political storm when a police report about his rant at the Downing Street officer was leaked to the press.

It claimed the senior Tory had warned the policeman: "Best you learn your f****** place. You don't run this f****** government. You're f****** plebs."

The politician has always denied using the word "plebs", although he did admit swearing and getting angry. Instead, he claims he said: "I thought you guys were supposed to f****** help us."

But the "pleb" claim was seized on by the Police Federation and Labour who demanded that he stand down.

The email, now known to be from a fellow police officer, allegedly helped fuel the row and keep up the momentum that eventually cost Mr Mitchell his job.

The policeman wrote to his MP John Randall, apparently not disclosing his job and describing how he had been walking past Downing Street with his nephew when the spat happened.

It suggested Mr Mitchell had sworn repeatedly and called the officers "plebs", as well as claiming passers-by near the gates had been shocked.

The account closely matched the official police log's version of events, which was eventually leaked and published in full by the press.

David Cameron summoned his Chief Whip after being told about the email and suggested he had been "caught bang to rights", according to an investigation by Channel 4 News.

When Mr Mitchell flatly denied key parts, the Prime Minister ordered an investigation but this failed to establish who sent the email.

Mr Cameron apparently only learned over the weekend that the "witness" was a serving police officer and was said to be "furious".

Contacted by Channel 4 News, the individual seemed to admit that he had never been present when the row happened.

Previously unreleased CCTV footage of the clash also showed no evidence of passers-by who could be a man with his nephew.

The video, which has no sound, shows Mr Mitchell talking to three officers by the main gate for around 20 seconds before wheeling his bicycle to the side gate and leaving.

Clips from other cameras suggest there were few members of the public close by at the time - apparently contradicting the police log.

Mr Mitchell said: "'Three phrases were hung around my neck for 28 days and used to destroy my political career and toxify the Conservative Party.

'They are completely untrue - I never said them. I have never called someone a f****** pleb and never would.

"I always knew that the emails were false, although extremely convincing. It has shaken my lifelong support and confidence in the police.

"I believe now there should be a full inquiry so we can get to the bottom of this."

Met Police Chief Bernard Hogan-Howe, speaking before Channel 4 broadcast its programme, said he did not think the new revelations "affected the original account of officers at the scene".

But Mayor of London Boris Johnson said: "These are very serious allegations that must be investigated with all possible urgency.

"An allegation that a serving police officer posed as a member of the public whilst fabricating evidence is a matter of the utmost gravity."

Keith Vaz, the chairman of the Commons Home Affairs Committee, suggested the police watchdog or the HM Inspectorate of Police should investigate the affair instead of Scotland Yard.

"There is clearly a need for a robust, transparent and comprehensive investigation," he said.

The Police Federation of England and Wales said: "We are aware that there is an ongoing investigation into this matter, we are therefore unable to comment further at this stage."

Former Tory leader Michael Howard said he was "appalled" by the claims and hoped Mr Mitchell would be back in Government "at the earliest opportunity".

Lostprophets Singer Facing Child Sex Charges

Lostprophets vocalist Ian Watkins is due to to appear in court charged with child sex offences.

Police said the Welsh rock star - whose hits include Last Train Home - had been arrested as part of a continuing investigation.

A spokesman said: "A Pontypridd man has been charged with sexual offences against children and is due to appear at Cardiff Magistrates' Court today.

"The 35-year-old has been charged with conspiracy to engage in sexual activity with a female under 13 and possession/distribution of indecent images of children.

"In order to assist their investigation, South Wales Police has named the man as Ian Watkins, a member of the rock group Lostprophets."

Police added that two women, a 20-year-old from Doncaster, South Yorkshire, and a 24-year-old from Bedford, had been charged with "similar offences" and are also due to appear in court.

All three have been questioned at Cardiff Bay police station.

Senior investigating officer Detective Inspector Peter Doyle said specially-trained staff were available to speak to anyone with concerns or information regarding the investigation.

Hillsborough: New Police Investigation

The Home Secretary has announced a new police investigation into the Hillsborough disaster, as the Attorney General urged the High Court to quash the original inquest verdicts.

The new police investigation will be led by former Durham chief constable Jon Stoddart and will focus specifically on the 96 deaths of Liverpool fans at the FA Cup semi-final in 1989.

The move comes after a damning report from the Hillsborough independent panel laid bare a cover-up that attempted to shift the blame for the tragedy on to its victims.

Home Secretary Theresa May said: "I am determined to see a swift and thorough response to the findings of the Hillsborough Panel to deliver justice for the 96 football fans who died and the families who have fought so hard on their behalf."

The Attorney General Dominic Grieve made his application to quash the original accidental death inquest verdicts to the Lord Chief Justice Lord Judge and two other judges in a packed London courtroom.

He had previously said the main basis for the move was new medical evidence, made public in the Hillsborough Independent Panel report published in September.

Many families of victims of the tragedy, who have campaigned to have the verdicts overturned, have travelled to the Royal Courts of Justice in central London.

The Liverpool supporters died in the crush at Sheffield Wednesday's Hillsborough stadium on April 15, 1989, when their team played Nottingham Forest.

Will Killings Spark New Gun Laws?

There has probably never been a time when talk of gun control has been so loud in the United States, but will those words be turned into action?

Barack Obama is under pressure to provide some specifics to back up his powerful statements over the weekend.

The promise from the California Senator Diane Feinstein, a long time gun control advocate, to introduce a bill to reinstate the lapsed ban on assault weapons is certainly a sign of concrete action.

But the views of Republican congressman Pete King are instructive. He supports that assault weapon ban but does not believe the political will exists to pass it.

Outside of the northeast of the US, he says, a gun culture exists that will stand in the way of any new laws.

The noises coming from members of Congress on both sides of the aisle are equally gloomy.

It may be up to individual states to change their laws and some, like Colorado, are already taking steps to tighten regulations.

But recent months have seen action only in the other direction: a succession of moves by states to loosen gun laws.

So when the Brady Campaign, the most high-profile gun control lobby in the US, says that what happened in Newtown means the response this time this "will be different", what stands in the way of action?

Certainly the National Rifle Association is a powerful voice of opposition to any new laws. That is nothing new.

But it is the view of a large slice of the American population that is just as significant and it is a view that people in the UK and Europe often simply do not "get".

The Second Amendment of the US Constitution is popularly said to contain the "right to bear arms" and Americans fiercely defend that right.

The pro-gun activists who have spoken in recent days have repeated a familiar line: that it is not guns that kill but people.

Others have expressed the belief that more guns are the answer, giving people the chance to defend themselves in the face of criminal action. Mass killings, they say, often happen in places where guns are banned.

If the head teacher at Sandy Hook had a gun, one politician said, the massacre might not have happened.

Those are not fringe views. There is a reason why there are 89 guns for every 100 people in the United States.

As with the death penalty, religion and healthcare, there is sometimes a gulf between perspectives on either side of the Atlantic.

Guns are a part of American life and nothing is going to change that.

In Newtown, Mr Obama promised action - but did not mention guns. It could be on background checks, on mental health, on violence in movies and video games.

He has to do something - show "leadership", as New York Mayor Michael Bloomberg says - or he cannot possibly live up to that promise.

Investigation Launched Into Comet Collapse

The Department for Business, Innovation and Skills has launched an investigation into the purchase and administration of troubled electrical chain Comet.

The Insolvency Service has been tasked with scrutinising the process following a number of complaints from MPs.

The business was bought for £2 by Hailey Acquisitions, an investment vehicle put together by Henry Jackson of OpCapita, in November 2011.

They were given a £50m dowry from previous owner Kesa Electricals, now known as Darty, to run the retailer, which collapsed just a year later.

Seven weeks after they were appointed administrators, Deloitte failed to find a buyer for the 235-store chain, and closed its remaining 49 outlets.

The collapse of the company, which was founded in Hull in 1933 and employed around 6,895 people, is one of the biggest high street failures since the demise of Woolworths in 2008.

Deloitte said on Monday that it remained in talks with a small number of parties over the sale of internet operations and the brand.

But the firm also confirmed the taxpayer will have to pick up a £49.4m bill for unpaid redundancy and tax payments.

With insufficient funds raised from the winding down of the chain, the Government's Redundancy Payments Service will be required to meet the £23.2m of outstanding redundancy and accrued holiday pay and pay in lieu of notice.

The scale of the problems at Comet were also highlighted in the report, with the chain racking up losses of £95m in the year to April after also seeing revenues slump by £200m compared to a year earlier.

This was followed by a further £31m loss in the subsequent five months as credit insurers lost confidence and withdrew support for the business.

Hailey Acquisitions is expected to get payments of just under £50m as a secured creditor - a shortfall of £95m on the amount owed.

But it has been reported that unsecured creditors, including HM Revenue and Customs which is owed £26.2m, will receive nothing.

Comet was hit by weak high street trading conditions, competition from online rivals and being unable to secure the trade credit insurance needed to safeguard suppliers.

In particular, it was knocked by the lack of first-time home buyers who were key customers for Comet.

Holders of £4.7m of unclaimed Comet gift cards and vouchers are also on the list of unsecured creditors.

Queen At Downing Street For Cabinet Meeting

The Queen has become the first monarch since the 18th century to attend Cabinet on a special visit to mark her Diamond Jubilee.

The monarch was met by Prime Minister David Cameron on the steps of Number 10, which had been covered with a red carpet for the occasion.

She wore a deep blue coat and matching dress by Stuart Parvin - immediately dubbed "Thatcheresque" by commentators - but no hat.

The Queen made the solo trip without Prince Philip to collect a present bought by the Secretaries of State to mark her Diamond Jubilee year.

Details of the gift have yet to emerge.

Ministers lined up to meet the monarch before the group proceeded to the final Cabinet meeting of the year.

The Queen is thought to be the first monarch to attend Cabinet since George III in 1781, despite earlier claims Queen Victoria did so.

Ministers have described the visit as "a great honour" but constitutional experts warn that it blurs the boundaries between government and monarchy.

The Queen only stayed for the first half hour before leaving ministers to their discussions and moving on to the Foreign Office.

During the meeting, Mr Cameron offered her a "very warm welcome" and congratulated her "on a fantastic jubilee year".

Newtown Shooting: Young Survivor Recalls Horror

An eight-year-old consoled his classmates as Adam Lanza went on his shooting rampage, reassuring them his policeman dad was on the way to save them.

Luke Santana, a third grader at Sandy Hook Elementary School, said he was ushered into an adjacent classroom by teachers as the gunman began his killing spree.

He told Sky News: "It was awkward because everyone was piling up on each other, and I was saying, 'Don't worry ... stop crying. My dad is a police officer, he's going to help'."

Luke said his father was physically sick after facing the traumatic task of dealing with the aftermath of the massacre of 20 children and six adults at the school.

Luke's mother Lisandra Santana said her husband heard the call go out on the radio and rushed to the scene both as a father and a first responder.

"He wasn't sure if his son was alive," she said.

The Santanas did not have to confront the nightmare that has been thrust upon the parents of 20 murdered children in Newtown, Connecticut.

"I was really happy to know that he was OK," said Mrs Santana as she stood next to her son near a makeshift memorial not far from the school. "I just ran in there and hugged him and started kissing him."

"I just pray for those who didn't make it," she added.

Luke's father, also named Luke, agreed to allow his son to speak to Sky News, but declined to comment himself.

With his mother looking on, the younger Luke expressed his condolences for the families who lost loved ones, including a classmate whose little sister was killed and his former first grade teacher Victoria Soto.

Ms Soto has been praised for saving students by hiding them in a closet before Lanza entered her classroom.

"She shielded her students," Luke said.

Mrs Santana acknowledged her son's bravery as well.

"He's gone through a lot, but I'm so proud of him," she said.

"I'm glad he was brave and that he was able to talk to his classmates and tell them everything was going to be OK."

Shooting: Lanza's Mum 'Prepared For Worst'

The mother of the Connecticut gunman, who was the first of his 27 victims and was killed with a rifle she owned, was "prepared for the worst", according to people who knew her.

Adam Lanza's aunt said Nancy Lanza had a survivalist mentality and was worried about protecting her home if the US economy nosedived.

She is reported to have been stockpiling food, water and guns in the large home she shared with her 20-year-old son in Sandy Hook, Newtown, Connecticut.

Nancy Lanza, 52, who friends said kept her private life private, owned and registered the two handguns and rifle her son used in Friday's shooting.

The divorced mother-of-two was found dead in her pyjamas in bed after being shot four times in the head with the .22-calibre rifle.

After leaving the house, the gunman then went to the elementary school in Newtown with the weapons he took from her.

He got inside by breaking a window and began blasting his way through the building and murdering 20 children and six women.

Investigators said Nancy Lanza had visited shooting ranges several times and that her son also went to a range.

Ginger Colburn, a spokeswoman for the federal Bureau of Alcohol, Tobacco and Firearms, said it was still not clear whether Nancy Lanza brought her son to the range or whether he ever fired a weapon there.

Adam Lanza's aunt Marsha Lanza told the Chicago Sun-Times that Nancy Lanza wanted guns for protection.

"She prepared for the worst," Marsha Lanza told the newspaper. "I didn't know that they (the guns) would be used on her."

Dan Holmes, who got to know Nancy Lanza while doing landscaping work for her, told The Washington Post: "Guns were her hobby. She told me she liked the single-mindedness of shooting."

Mr Holmes said Nancy Lanza never invited him in. She would pay him in the yard and the landscaper never saw Adam.

"I would ring the bell on the front door, and she would come out the side and meet me," he said. "It was a little weird. It's stranger now thinking back on what happened."

One law enforcement officer said Adam Lanza had been diagnosed with Asperger's, a mild form of autism characterised by social awkwardness.

The gunman has been described as "socially awkward", "shy", "a nerd" and "super smart".

As a teenager he would scuttle from class to class, pressing himself against walls and clutching a black briefcase "like an eight-year-old with a teddy bear".

Marsha Lanza could not confirm reports that Adam Lanza had Asperger's or any other learning disability.

But she said his mother had disputes with the local school district and eventually ended up educating Adam Lanza at home.

"(Nancy) had issues with school ... She battled with the school district. I'm not 100 per cent certain if it was behaviour, learning disabilities, I really don't know. But he was very, very bright. He was smart."

Education officials said they had found no link between Nancy Lanza and Sandy Hook school, contrary to news reports that said she was a teacher there.

Investigators said they believe Adam Lanza attended the school many years ago, but they had no explanation for why he went there on Friday.

Neighbour Rhonda Cullens said she knew Nancy Lanza from get-togethers she hosted where they played Bunco, a dice game. She said her neighbour had enjoyed gardening.

"She was a very nice lady," Ms Cullens said. "She was just like all the rest of us in the neighbourhood, just a regular person."

Louise Tambascio, who became a shopping and dining companion of Nancy Lanza said: "Her family life was her family life when we were together. She kept it private. That was her own thing."

Marsha Lanza described Nancy Lanza as a good mother. "If he had needed consulting, she would have gotten it," she said. "Nancy wasn't one to deny reality."

But friends and neighbours said Nancy Lanza never spoke about the difficulties of raising her son.

Mostly she noted how clever he was and that she hoped, even with his problems, that he would find a way to succeed.

Court records show Nancy Lanza and her ex-husband, Peter Lanza, were divorced in 2009. He lives in Stamford and is a tax director at General Electric.

When the couple divorced, he left their spacious home to Nancy Lanza and told her she would never have to work another day in her life, said Marsha Lanza.

The split was not acrimonious and Adam Lanza spent time with both his mother and father, she said.

US Shooting: Obama Visits Newtown In Mourning

Barack Obama has told the families of the 26 people killed at Sandy Hook Elementary School that mass shooting tragedies "must end".

Speaking at a vigil in memory of the victims, the US President told an emotional audience: "Newtown, you are not alone."

The President struggled to maintain his composure - and there was audible sobbing throughout the packed hall - as he read the first names of each of the 20 children killed in America's worst school shooting.

He said: "God has called them home. For those of us who remain, let us find the strength to carry on and make our country worthy of their memory."

Mr Obama also told the mourners that the US is "not doing enough" to protect its children.

"These tragedies have to end, and to end them we must change," he said.

"We, as a nation, are left with hard questions."

Mr Obama paid tribute to the six adults who lost their lives when 20-year-old Adam Lanza went on a rampage through the school armed with an assault rifle.

He said: "We know when danger arrived the school staff did not flinch. They responded as we all hope we might respond in such terrifying circumstances. With courage and with love, giving their lives to protect the children in their care."

"I come to offer the love and cares of the nation. I'm very mindful that mere words cannot match the depths of your sorrow.

"I can only hope it helps for you to know you're not alone in your grief - our world too has been torn apart ... we have wept with you."

Mr Obama's visit comes as the town braces itself for the first funerals for victims of Friday's shooting.

Connecticut Governor Dan Malloy told the audience Mr Obama had said the day of the shootings had been the most difficult of his presidency so far.

Mr Obama also met emergency service workers who were among the first on the scene, minutes after the shooting started.

Kevin Paturzo, 25, said: "Just him coming to this town is much appreciated.

"It's a small community, everybody knows everybody around here. Him coming out here, reaching out to the families is deeply respected, but it's going to take a lot of grieving."

At a packed St Rose Catholic Church, the priest's announcements included news that the Christmas pageant rehearsal would go on as planned, but without six-year-old Olivia Engel, who died before she could play the role of an angel.

Shortly before Mr Obama was due to arrive, worshippers at the church close to the school were evacuated after a reported bomb threat.

Armed police were sent but it was quickly decided that there was no danger to the public.

Makeshift memorials have appeared around the town, the largest of which sits at the end of Dickenson Drive where Sandy Hook Elementary stands.

Lanza's motive remains unclear. He killed his mother before heading to the school and committed suicide as police closed in.

Authorities said on Sunday that Lanza was carrying hundreds of rounds of especially deadly ammunition, enough to kill just about every student in the school if given time.

The father of and uncle of dead gunman Adam Lanza have released statements, as America comes to terms with its most deadly school massacre.

Peter Lanza, who has been interviewed by police, said: "Our hearts go out to the families and friends who lost loved ones and to all those who were injured.

"Our family is grieving along with all those who have been affected by this enormous tragedy. No words can truly express how heartbroken we are.

Mr Lanza, who is an executive with General Electric, added: "We are in a state of disbelief and trying to find whatever answers we can. We too are asking why.

"We have cooperated fully with law enforcement and will continue to do so.

"Like so many of you, we are saddened, but struggling to make sense of what has transpired."

Meanwhile, Ms Lanza's brother has also released a statement for the families struggling to cope in the aftermath of the shooting spree.

James Champion, an ex-policeman who lives in Kingston in New Hampshire, said: "On behalf of Nancy's mother and siblings, we reach out to the community of Newtown to express our heartfelt sorrow for the incomprehensible loss of innocence that has affected so many."

According to the New York Times, Mr Champion confirmed that FBI agents questioned family members about Adam Lanza on Friday night.

Mr Champion declined to reveal what the FBI was told about his nephew, or if the gunman suffered from developmental disorders or mental illness.

He added that his sister had not working recently however she was previously a stockbroker.

The Sandy Hook victims have been described as "beautiful", "sweet" and as "angels", most of them just six or seven when they were gunned down.

As police released a list of the names of the 20 children and seven adults killed by gunman Adam Lanza, friends and relatives have paid their tributes to those who died.

Olivia had been due to play an angel in the nativity play at her local church. "Now she's an angel up in heaven," Monsignor Robert Weiss said.

Dan Merton, a long-time family friend, described Olivia as a "teacher's pet" and said that she had "perfect manners".

Family friend, Theresa Moretti, said: "Dylan was a lovely boy. He had dimples and blue eyes and a mischievous grin."

Ana had only been at the school for a few months after her family moved to the area so her father, the Canadian jazz musician, Jimmy Greene, could take up a job as a music professor.

Ana attended the school with her older brother, who was not hurt in the shooting.

Their mother, a nurse at the local hospital, completely broke down when she learned the news of her son's death.

Rabbi Shaul Praver, of Congregation Adath Israel, told MSNBC: "He was in the wrong place at the wrong time and his little body could not endure so many bullets like that."

She has an 11-year-old brother, Jack.

She had always wanted to be a teacher, it was her one goal. "She put those children first. That's all she ever talked about," said her friend Andrea Crowell.

Described by pupils as "really nice and funny", they fondly recalled how Miss Soto had a habit of chewing gum in class.

Miss Rousseau wanted to be a teacher when she was in primary school and was thrilled to finally realise her dream when she because a full-time teacher at Sandy Hook.

She has been described as gentle but spirited and active. She planned to watch The Hobbit with her boyfriend on Friday and had baked cupcakes for a party they were to attend afterwards.

Her mother, Teresa Rousseau, said: "Lauren wanted to be a teacher from before she even went to kindergarten. We will miss her terribly and will take comfort knowing that she had achieved that dream."

The head teacher was fiercely proud of her school and fiercely protective of it too.

So much so she died after lunging at the gunman Adam Lanza as he launched his attack.

She had led the 700-pupil elementary school for two years and implemented the latest teaching techniques.

Mrs Hochsprung, who had two daughters and three step daughters, also installed new safety measures there, with the mantra "safety first".

Mrs Sherlach was preparing for her retirement after 18 years at Sandy Hook School.

Married for 31 years, with two daughters, aged 25 and 28, she loved her job and was dedicated to the education of young children.

Her son-in-law, Eric Schwartz, said that she had planned to leave work early on Friday but never got the chance. She had died, he added, doing what she loved.

He said: "Mary felt like she was doing God's work, working with the children."

British Boy Dies In US School Shooting

A British-born boy has been named as one of the victims of the worst school shooting in America's history, Sky News has learned.

Dylan Hockley, 6, was shot dead by a gunman at an elementary school in Connecticut.

He was born in Hampshire to a British father and American mother.

The family are understood to have recently moved to Connecticut, and their former neighbours in the UK described them as a "very beautiful family".

Sky's Enda Brady said: "People here have very fond memories of the Hockley's, they were very popular indeed.

"(Neighbours) all describe a very beautiful family, a very popular family, and they say just what wonderful children the two boys were."

Twenty children and seven adults, including the gunman's mother, died before Adam Lanza, 20, turned a gun on himself at the Sandy Hook Elementary School in Newtown.

It has been confirmed that US President Barack Obama will attend a memorial service in Newtown later today, and will speak at an interfaith vigil for families of the victims.

Meanwhile, a father has paid an emotional tribute to his murdered six-year-old daughter, after police released the names of the gunman's 27 victims.

Robbie Parker said his final conversation with Emilie was in Portuguese, the language he was helping to teach her.

"She told me 'good morning' and asked how I was doing, and I said that I was doing well," he told reporters.

"She said that she loved me, and I gave her a kiss and I was out the door."

Headteacher Dawn Hochsprung and school psychologist Mary Sherlach both died as they tried to confront the gunman.

The pair were in a meeting with therapist Diane Day on Friday, when the gunman began shooting at 9.30am.

On hearing the shots, they both jumped out of their seats and ran out of the room.

"They didn't think twice about confronting or seeing what was going on," Ms Day said.

Ms Hochsprung is also believed to have switched on a loudspeaker system in the school to alert students and staff to the danger.

"She was just an amazing woman ... the kids loved her. It's a huge loss for our school and our town," said assistant librarian Maryanne Jacobs.

Fourth-grade teacher Theodore Varga said: "You could hear the hysteria that was going on.

"Whoever did that saved a lot of people. Everyone in the school was listening to the terror that was transpiring."

Another hero was said to be first-grade teacher Vicki Leigh Soto, 27, described by police as someone who "put herself between the kids and the gunman's bullets".

Her body was found huddled with the students in a classroom closet, according to The Wall Street Journal.

Youth soccer coach David Flook, originally from Northampton, England, told Sky News of the turmoil his town is now in.

"Everybody is absolutely devastated. People don't know what they can do," he said.

He described Newtown as the "least dangerous place on earth".

The father of gunman Adam Lanza released a statement on Saturday night. He said: "Our hearts go out to the families and friends who lost loved ones and to all those who were injured.

"We are in a state of disbelief and trying to find whatever answers we can. We too are asking why."
