British Dad Drowns Trying To Save Sons

A British man has died while trying to rescue his two sons who were caught in a rip tide at a beach on Australia's east coast.

The unnamed 44-year-old was with his family at Burrill Beach, about 150 miles south of Sydney, when the incident happened at around noon on Friday.

Onlookers ran into the water and were able to retrieve the boys, but returned to find their father floating face-down in the waves, the Sydney Morning Herald said.

Police and paramedics tried to revive him on the beach. He was pronounced dead on arrival at Milton Hospital.

One report said the father had suffered a cardiac arrest, but others said he had drowned.

A Foreign Office spokesman said: "We can confirm a British national died on January 10 on Burrill Beach in Australia.

"We stand ready to provide consular assistance at this difficult time."

A statement from New South Wales Police Force said: "Emergency services were called to Burrill Beach just after midday, where they found a man unconscious.

"The 44-year-old was taken to Milton Hospital where he was pronounced dead.

"Officers from Shoalhaven Local Area Command attended and were told the man, a British tourist, got into difficulty after attempting to rescue his two sons who were caught in a rip. His sons were not injured."

Glenn Matthews, director of the local Surf Lifesaving South Coast branch, said it was "a sad end".

"The message here is to please swim between the flags of patrolled beaches and learn to identify rips and currents and how to escape one," he told The South Coast Register.

It was the second drowning on the beach in two months, after a Filipino national died there in December.

Flood Warnings As River Levels Set To Rise

Homeowners in southern England have been warned to prepare for further flooding today after heavy rainfall caused the River Thames to burst its banks.

The Environment Agency (EA) has warned people living along the lower reaches of the Thames to be aware of the risk of rising water levels.

Further flooding is expected over the weekend in Oxfordshire, West Berkshire, Buckinghamshire and Surrey as recent rainfall flows downstream.

There are also risks of flooding along the River Parret in Somerset and the River Severn in the Midlands.

Residents in Dorset, south Wiltshire, Hampshire and West Sussex have also been warned of likely flooding caused by high groundwater levels.

The EA has issued 94 flood warnings - meaning immediate action is required due to expected flooding - and 151 flood alerts across England.

The agency estimates that some 570 properties have been flooded since the New Year, while a further 239,000 properties have been protected by flood defences.

"Communities along the River Thames, particularly below Oxford, into Berkshire and through Surrey need to remain vigilant for further flooding," said the agency's head of incident management, John Curtin.

"River levels on the Thames are high and will continue to rise for the next few days and we urge people keep up to date with the latest flood warnings and take action.

"With so much standing water around, we would also remind people to stay out of flood water and not attempt to walk or drive through it."

The Thames burst its banks on Friday, forcing homeowners to carry out clean-up operations and protect their homes from damage.

Parts of the river, stretching from Buscot in Oxfordshire to Bourne End in Buckinghamshire, were under flood warnings as heavy rain over recent days caused river levels to rise.

Residents were warned on Thursday to expect flooding, with many moving belongings to prevent damage.

Many homes close to the banks are underwater, with flood waters causing damage to ground floors and gardens.

Affected areas included Marlow and Cookham in Buckinghamshire, as well as Shiplake and Wargrave in Berkshire and parts of south Oxford.

Duggan Vigil: Police Fear Disorder In Tottenham

Protesters plan to "provoke disorder" at a vigil for Mark Duggan in London, police have warned.

Scotland Yard said it had extra officers on standby and would be ready to "intervene immediately" if trouble broke out.

Relatives and supporters of the 29-year-old will gather outside Tottenham police station from 2pm and have appealed for those taking part to remain peaceful.

The event has been arranged in protest at the "perverse" inquest finding that Mr Duggan was lawfully killed by police, despite jurors also finding that he was unarmed when he was fatally shot.

His killing by armed police sparked riots across the country in August 2011.

The statement issued by the Metropolitan Police said: "Today is a busy day in the capital and we have a policing operation in place across London.

"This includes having additional officers on standby that could respond to any incident that occurs.

"Part of this operation includes assessing all available information and intelligence, and we are aware of a limited amount of information that indicates a small number of people are expressing their desire to use this vigil as an opportunity.

"This information includes the intention of protest groups to attend and of people looking to provoke disorder. We will be ready to intervene immediately if required."

"The family has expressed that they wish this vigil to be held in a dignified and peaceful manner.

"The MPS has met with the organiser to ensure that we can appropriately facilitate their plans."

Indian Diplomat's Family Slam 'Inhuman' US

The family of an Indian envoy whose arrest in the US has sparked a diplomatic crisis have slammed her "inhuman" treatment.

Uttam Khobragade, father of Devyani Khobragade, hit out after his daughter was strip-searched when arrested over allegations that she lied about how much she paid her maid.

He told a news conference in Delhi: "As a family, we would not like to touch the soil of the country which treats human beings in such an inhuman way, in an utter violation of human rights, an utter violation of the Geneva Convention."

Mr Khobragade said he expected his daughter to arrive in India with her husband and children "very soon" after she was ordered to leave the US, where she could not be prosecuted because of her diplomatic immunity status.

Ms Khobragade, India's deputy consul general in New York, was held in December on charges of visa fraud and underpaying a maid.

Delhi said it was "shocked and appalled" and demanded an apology after she was handcuffed and strip-searched at the time of her arrest.

She left New York on a flight from JFK airport on Thursday night hours after she was indicted on criminal charges and India refused to waive her immunity.

Indian foreign ministry spokesman Syed Akbaruddin said: "At the time of her departure to India, Counsellor Khobragade reiterated her innocence of charges filed against her.

"She affirmed her gratitude to the government of India, in particular to the external affairs minister, and the people of India, as also the media, for their strong and sustained support during this period."

Ms Khobragade could be arrested and forced to answer the charges if she returned to the US without diplomatic immunity.

The row began when Ms Khobragade was arrested following a complaint by her maid Sangeeta Richard.

On Wednesday, the US embassy was ordered to stop "commercial activities on its premises" and a club with a pool restaurant and tennis court was reportedly told to shut down.

The Indian government also said drivers of US diplomatic cars could be charged with traffic offences.

Jessica Ennis-Hill Announces She Is Pregnant

Jessica Ennis-Hill has revealed she is expecting her first child and will miss the 2014 Commonwealth Games in Glasgow.

The 27-year-old heptathlete said the news was "very unexpected" but exciting for her and her husband, Andy Hill, who she married in May.

She said: "My plans for 2014 have been completely turned upside down, but having had a couple of weeks to think about things from a career point of view I am 100% set on returning to full time athletics once our baby is born and go for a second gold medal at the Rio Olympics in 2016 - that challenge really excites me.

"But in the short term I will make our baby a priority and enjoy the whole experience as much as possible.

"I am sorry I won't be in Glasgow for the Commonwealth Games, but know it will be an amazing occasion. I will be at home awaiting the arrival of a little Ennis-Hill."

After winning her gold medal in the London Olympics in 2012, Sheffield-born Ennis-Hill was due to be one of the favourites in Glasgow this year.

She suffered a disappointing 2013 as she struggled to recover from an ankle injury in June.

It forced her to miss the British Championships before returning to Loughborough, where she set a personal best in the javelin.

She featured in the London Anniversary Games but pulled out of the World Championships in Moscow four days later because of continuing problems with her ankle.

Plebgate Police Officer Admits Misconduct

A police officer involved in the Plebgate scandal has pleaded guilty in court to misconduct in public office.

PC Keith Wallis has admitted sending an email in which he lied when he said he had witnessed an incident between the former Chief Whip, Andrew Mitchell, and a police officer at the gates of Downing Street in 2012.

During the incident, Mr Mitchell was alleged to have called the officer a "****ing pleb" after they became embroiled in an argument when the PC refused to let him cycle through the main gates.

Details of the row appeared in the national newspapers and Mr Mitchell was forced to resign.

The Tory MP has always maintained that he never used the word "pleb" - the word judged to have caused the political damage - but admitted swearing at PC Toby Rowland.

Following the incident Wallis, a member of the Metropolitan Police Diplomatic Protection Group, sent an email to the deputy chief whip, John Randall, who was his MP, saying he had been sightseeing in the capital when he saw the row.

Wallis sent the email from a private address but it was quickly established that he was a serving officer and that he was not present at the streets of Downing Street during the incident.

At the Old Bailey today, Wallis, 53, of West Drayton, pleaded guilty to misconduct and the court heard that he would offer his resignation from the police force. He will be sentenced on February 6.

Mr Mitchell, MP for Sutton Coldfield, said: "I am pleased that justice has been done in a criminal court today.

"It is very sad and worrying for all of us that a serving police officer should have behaved in this way. There remain many questions unanswered, in particular why Pc Wallis wrote this email and who else was involved in this process."

The case and the subsequent police investigation into the incident has been acknowledged by the Metropolitan force to have significantly damaged the public trust in it.

The guilty plea cames as the Met is facing a fierce backlash over the case of Mark Duggan, who was shot dead by officers on the streets of Tottenham and whose killing sparked the London riots in 2011.

A jury this week concluded Mr Duggan was lawfully shot but there remain significant questions over the police handling of the case and claims regarding collusion over the evidence of officers.

Speaking after the guilty plea, Met Police Commissioner, Sir Bernard Hogan-Howe, said: "This investigation has been a ruthless search for the truth as at the heart of this are extremely damaging allegations that officers have lied and falsified statements against a Cabinet Minister.

"The evidence against PC Wallis was such that he has entered a guilty plea. To lie about witnessing something and provide a false account falls way below the standards that I and PC Wallis's colleague expect of police officers. His actions have also negatively impacted upon public trust and confidence in the integrity of police officers.

"I would also like to apologise to Mr Mitchell that an MPS officer clearly lied about seeing him behaving in a certain manner. I will be writing to him offering to meet and apologise in person.

"I expect my officers to serve the public without fear or favour, where officers break the law they must expect to be held to account and answer for what they have done."

The investigation into the Plebgate incident has cost the public more than £300,000 and involved 1,100 statements being taken and 439 exhibits seized.

Mr Mitchell has always claimed he was "stitched up" and that he was a victim of police revenge for Government-led cuts.

Norfolk Crash Crew 'Paid Ultimate Sacrifice'

Four American service personnel who were killed in a helicopter crash in north Norfolk paid "the ultimate sacrifice", their commanding officer has said.

Captains Christopher Stover and Sean Ruane, Technical Sergeant Dale Mathews and Staff Sergeant Afton Ponce died when their Pave Hawk helicopter came down on a marsh near Cley next the Sea on Tuesday night.

Colonel Kyle Robinson, commander of 48th Fighter Wing, in which the helicopter flew, said: "I am deeply saddened by the loss of these airmen.

"They've made the ultimate sacrifice while training to save the lives of others."

Speaking directly to the families of the dead crew, he told a news conference on Thursday: "As a husband and father myself, I can't imagine how heartbroken you must be. We are thinking of you."

RAF Lakenheath, where the US Air Force's 48th Fighter Wing is based, said Capt Stover and Capt Ruane were the pilots during the routine training flight.

Tech Sgt Mathews and SSgt Ponce were acting as special mission aviators.

Col Robinson said he was "humbled" by the "outpouring in words" from the British public, who had expressed their condolences.

He said it was too early to determine what had caused the crash.

Air accident, RAF and US investigators have been at the scene of the tragedy, where debris was strewn across an area the size of a football pitch.

The investigation has been hampered by the live ammunition the helicopter had been carrying, with bullets scattered around the scene. A 400m police cordon is expected to remain in place until Monday.

Norfolk Police said on Thursday morning that the attempt to recover the bodies was under way.

It was expected to take much of the day with the bodies being removed one by one. The removal of the wreckage may go on into next week, a spokesman added.

Norfolk Police Chief Superintendent Bob Scully said: "Police and other agencies remain on scene today as the investigation continues and will ensure the recovery of the bodies is dignified and respectful.

"The scene is on difficult ground and the longer-term investigation and recovery work will take many more weeks."

The Pave Hawk - a derivative of the US Army's more famous Black Hawk - gets its name from the PAVE acronym, which stands for Precision Avionics Vectoring Equipment.

The helicopter is used for combat search and rescue, mainly to recover downed aircrew or other isolated personnel.

Duggan: Met Transparency 'Could Be Better'

One of the Metropolitan Police's most senior officers has told Sky News the force could have shown "better transparency" in its response to the shooting of Mark Duggan.

Assistant Commissioner Mark Rowley was responding to allegations that officers may have colluded when they put together their notes of the incident.

He told Sky's Crime Correspondent Martin Brunt: "We've already made some changes and I think there's more we can do.

"Every officer has to give their own account of what they recollect, so while they're witnesses, they're sitting down, they're making statements and they put hundreds of pages of evidence into the IPCC - it has to be their own accounts.

"Clearly, the way that was done, there's ways we could have better transparency, more clear supervision and we've put some changes in place."

Mr Duggan, whose death sparked protests that led to riots and looting across the country, was shot and killed when police stopped the taxi in which he was travelling in Tottenham, north London, in August 2011.

Following a four-month inquest, on Wednesday the jury found that although the 29-year-old had a gun in the cab, he probably threw it onto a nearby grass verge as soon as the car came to a stop.

Assistant Commissioner Rowley, who was heckled outside the Royal Courts of Justice by Mark Duggan supporters, said he had not had any response to an offer to meet Mr Duggan's family.

He told Sky: "They're angry at the verdicts, I can understand they might not want to meet me. I'd rather express our sympathy and have a conversation in private."

Firearms officers will trial the use of body-worn video cameras to improve public confidence in the wake of the Mr Duggan's killing, it has emerged.

Senior officers want to use the camera technology from April, to avoid the dispute and uncertainty which has dogged the Duggan investigation.

Assistant Commissioner Rowley said earlier: "There are great benefits to having these incidents on video. Look at the Lee Rigby case - everyone knows what happened.

"We don't need all these different opinions and conjecture - it's much easier to get to the facts."

The cameras are already used by some US police forces.

During his weekly LBC phone-in, Deputy Prime Minister Nick Clegg said there were "questions that need to be asked" about the handling of complaints about the police.

He said: "I was struck when I went there (Tottenham) that locals said about how when the IPCC gets involved the details aren't allowed to be publicised at the time when people need to talk to each other." 

Wednesday's verdict sparked angry scenes outside the Royal Courts of Justice, which Mr Duggan's family called "perverse", claiming he had been "executed" by the police.

Mr Duggan's aunt Carole Duggan said: "The majority of the people in this country know that Mark was executed. We are going to fight until we have no breath left in our body for Mark and his children."

Their solicitor Marcia Willis-Stewart said: "On August 4, 2011 an unarmed man was shot down in Tottenham. Today we have had what we can only call a perverse judgement.

"The jury found that he had no gun in his hand and yet he was gunned down. For us that's an unlawful killing."

Metropolitan Police Commissioner Sir Bernard Hogan-Howe said the shooting had led to a "significant reduction in trust" between the capital's black communities and the police.

He said: "I know that we have much work to do with black Londoners to build trust and confidence in the Metropolitan Police.

"My officers do not set out to run an operation that results in someone dying. They are brave people who risk their own lives to keep the public safe."

The Independent Police Complaints Commission said it was looking at new evidence that had emerged from the inquest, and the Duggan family are now considering whether to try to get the inquest conclusion judicially reviewed.

Mr Duggan was being followed by officers who believed he planned to pick up a gun from another man, Kevin Hutchinson-Foster, and then move on to Broadwater Farm, also in Tottenham.

Hutchinson-Foster has since been found guilty of supplying a gun to Mr Duggan.

Tulisa Cocaine Charge Trial Date Set

Singer Tulisa Contostavlos has made her first appearance at crown court where she was told she will stand trial on July 14 accused of brokering a cocaine deal.

The N-Dubz star, 25, is charged with helping an undercover reporter obtain 13.9 grams of the Class A drug for £860.

She appeared at Southwark Crown Court alongside rapper Mike GLC, also known as Michael Coombs, 35, for a 10-minute preliminary hearing.

Former X Factor judge Contostavlos, of Friern Barnet, north London, denies being "concerned with the supply of 13.9 grams of cocaine" to the Sun on Sunday's undercover reporter Mazher Mahmood, known as the 'fake sheikh', between May 20 and May 24.

Coombs denies a charge of supplying the drug on May 23.

The pair spoke only to confirm their names and say that they understood the current timetable.

There will also be a case management hearing on March 27.

Contostavlos was initially arrested in connection with the incident with Coombs on June 4.

She was officially dropped as a judge on X Factor days before her arrest, with Sharon Osbourne returning to the show in her place.

The pair are on unconditional bail.

Mark Duggan Inquest: Police Chief Heckled

Furious Mark Duggan supporters drowned out police chief Mark Rowley as he read a statement which defended the armed officer who killed the 29-year-old.

Security staff protected the Metropolitan Police assistant commissioner as protesters chanted insults including "racists", "scum" and "murderers".

Mr Duggan was shot dead by armed police in Tottenham in summer 2011, sparking rioting in London that eventually spread to other cities.

The angry scenes came after an inquest jury found Mr Duggan was unarmed when he was shot dead but was still killed using lawful force.

The jury said they believed he had a gun in the taxi immediately before police stopped the vehicle in August 2011, but that he threw the weapon over railings as soon as he left the cab - and before an armed officer fired the fatal shot.

Assistant Commissioner Rowley later issued a statement defending the "split-second decisions" made by officers and expressing sympathy with Mr Duggan's family.

He said: "Mark Duggan had a gun ... our officer had an honest and reasonable belief that Mark Duggan still had the gun when he shot him."

He also offered to meet the family in person.

Screams and shouts of "rubbish" and "he was murdered" were heard inside London's Royal Courts of Justice when the verdict was delivered on Wednesday afternoon.

Some supporters of Mr Duggan stormed out of the courtroom, others had to be restrained, and a door was reportedly smashed in.

Carole Duggan, Mr Duggan's aunt, told reporters outside court: "He was executed and we still believe that.

"We are going to fight until we have no breath in our body for justice for Mark, for his children, for all the deaths in custody."

The family's lawyer, Marcia Willis Stewart, said they were "in a state of shock" and called the outcome a "perverse judgement".

Police intelligence in 2011 had suggested Mr Duggan was a gang member involved in gun and drugs crimes.

On the day he was killed, officers believed he had just collected a gun from east London.

However, the jury of seven women and three men also decided that police had not done enough to collect and react to intelligence about those claims.

A firearms officer shot Mr Duggan twice when he emerged from a minicab that police had 'hard stopped' in Tottenham, north London, on August 4, 2011.

One bullet went through his arm, the other hit his chest and killed him.

At the centre of the inquest was the issue of a handgun, found, said police, 10 to 20 feet from Mr Duggan's body and on the other side of park railings.

In heated exchanges with the Duggan family lawyer, police denied suggestions they had planted the gun.

The weapon was wrapped in a sock.

Neither had any trace of Mr Duggan's DNA or fingerprints, but his prints were found on a shoebox police said had been used to carry the gun inside the minicab.

One witness, Witness B, told jurors Mr Duggan was "definitely" holding a phone in his hand when he was killed.

But the police marksman who fired the shots, granted anonymity, told the inquest he had "an honestly held belief" that the suspect had a gun and was about to shoot him.

Mr Duggan's death prompted rioting in Tottenham, which eventually spread to other areas of the capital and beyond.

The Independent Police Complaints Commission is still investigating the incident.

In an interim statement in August, it said it had so far found no evidence of criminality by police officers.

But Mr Duggan's family has said it has not been kept fully informed of the investigation's progress and condemned the IPCC for suggesting early on that Mr Duggan, a father of six, had died in "a shoot-out with police".

Assistant Commissioner Mark Rowley's statement expressed condolences to the family but also defended the tactics of armed police.

He said: "No officer sets out at the start of the day to run an operation that results in someone dying. So our sympathy today is with Mark Duggan's family. They have lost a loved one.

"But the task our officers face in making split-second decisions when confronting armed criminals means there is a risk - a very small risk - that this will happen.

"Armed criminals have shot dead more than 50 people in London in the last three and a half years.

"We send out well-trained, professional armed officers thousands of times a year to combat this threat, only firing shots once or twice. These careful tactics have significantly reduced gun crime."

The comments come after an inquest jury found Mr Duggan was lawfully killed when he was shot in August 2011, despite not holding a gun at the time.

Speaking outside London's Royal Courts of Justice, Mr Duggan's aunt Carole Duggan said: "The majority of people in this country know that Mark was executed. He was executed and we still believe that.

"We're going to fight until we have no breath in our body: for justice, for Mark, for his children, for all of those deaths in custody. We are not giving up. No justice, no peace."

The jury concluded that Mr Duggan was lawfully killed. They said they believed he had a gun with him in the taxi immediately before police stopped the vehicle in August 2011, but that he threw it over railings as soon as he left the cab.

Supporters of the Duggan family shouted abuse at the jurors and reportedly smashed a court door.

Outside, shouts of "no justice, no peace" could be heard as angry supporters voiced their outrage at the finding.

The family's solicitor Marcia Willis Stewart described the conclusion as "a perverse judgment".

"The jury found that he had no gun in his hand and yet he was gunned down. For us that's an unlawful killing.

"The family are in a state of shock and we would ask that you respect their shock. They can't believe that this has been the outcome. No gun in his hand and yet he was killed."

There were further angry scenes as Assistant Commissioner Mark Rowley gave a statement to the media gathered outside the court. 

His statement was drowned out amid the shouts of Mr Duggan's supporters, who called out "Who killed Mark Duggan? The police killed Mark Duggan."

In the statement issued through Scotland Yard later, Mr Rowley said: "No officer sets out at the start of the day to run an operation that results in someone dying.

"So our sympathy today is with Mark Duggan's family. They have lost a loved one.

"But the task our officers face in making split-second decisions when confronting armed criminals means there is a risk - a very small risk - that this will happen.

"Armed criminals have shot dead more than 50 people in London in the last three-and-a-half years. We send out well-trained, professional armed officers thousands of times a year to combat this threat, only firing shots once or twice.

"These careful tactics have significantly reduced gun crime."

Responding to the inquest's finding, the Independent Police Complaints Commission (IPCC) Deputy Chair and Commissioner Rachel Cerfontyne said: ""Our investigation is open and ongoing.

"I have always said that we would consider any new evidence emerging from the inquest and we are now doing so."

Tottenham MP David Lammy, whose constituency was at the heart of the 2011 London riots, said "further clarification" was needed over Mr Duggan's death.

"The jury found that a number of key errors were made by Operation Trident and Soca officers in the hours leading up to the shooting.

"There are fundamental and lingering issues that the Independent Police Complaints Commission investigation - now reopened - must attempt to clarify.

"These questions must be answered not just for the sake of the Duggan family but to diffuse the confusion, conjecture and suspicion that continue to surround the events of that August evening.

"The Duggan family's sorrow and anger was palpable in court this afternoon and it is a feeling that will inevitably be reflected in the wider community.

"Further clarification on the events surrounding Mark Duggan's shooting is essential to enable the relationship between the community and the police to move forward."

London Mayor Boris Johnson said the inquest had been a "difficult and tragic case for all involved".

"This has been a difficult and tragic case for all involved and my sympathy today is with Mark Duggan's family. They have lost a loved one and it's right that Assistant Commissioner Rowley has offered to meet with them," he said.

"On any given day highly trained Metropolitan Police firearms officers can and do face life threatening situations in which they have to make instant judgements under incredible pressure, and yet in the last four years, having responded thousands of times, they have discharged their weapons on just six occasions.

"Londoners should feel assured that the police do an incredible job keeping this city safe."

Norfolk Helicopter Crash Victims Identified

Work is getting underway to recover the bodies of four crew killed in a US military helicopter crash, police have said.

Norfolk Police Chief Superintendent Bob Scully said the coroner had given clearance for the bodies to be removed after carrying out a daylight assessment of the area.

He said the operation could last until Thursday as investigators would have to take care not to disturb evidence that may form part of their probe.

The four US servicemen were identified by the US Airforce's 48th Fighter Wing, based at RAF Lakenheath.

A statement named those killed as Captain Christopher Stover, Captain Sean Ruane, Technical Sergeant Dale Mathews and Staff Sergeant Afton Ponce.

It said that on this particular training mission Captain Stover and Captain Ruane were piloting the helicopter, while the other two crew members were special mission aviators qualified as both gunners and flight engineers.

Colonel Kyle Robinson, commander of the fighter wing, said: "We continue to think of the loved ones who are experiencing such a tragic, sudden loss.

"The Liberty Wing feels as though it has lost members of its family, and we stand by to support one another and these airmen's families during this difficult time."

Aerial images of Norfolk's Cley Marshes Nature Reserve show a scene of utter devastation, with debris from the crash spread across scarred marshland where the Pave Hawk helicopter came down.

Mr Scully said some roads around Cley next the Sea would remain closed until Monday while police work alongside British and American military specialists to establish what happened.

He said: "I'm asking the public to have sympathy with the families of the victims and understand the need for a thorough investigation."

Tributes to one of the servicemen have been paid online.

Captain Ruane is said to have been an experienced pilot. He is survived by his wife Rachel and their young son Liam.

His cousin Brian Meyer tweeted: "My cousin died in a helicopter crash tonight. Pretty tore up about this.

"Everyone: thanks for all the kindness. I'll pass it along to his wife and child when we see each other soon."

Mateo Spencer wrote: "Rest in Peace to my friend Sean Ruane, aircraft pilot downed in a crash in England today."

Earlier, Mr Scully warned that the crash site poses a risk to the public because of ammunition scattered across a wide area "the size of a football pitch".

He said: "The crashed aircraft did contain ammunition. This is not of any great significance - it is bullets, if you will - but it is scattered across the area.

"The site is a hazard to members of the public and people who would normally visit for birdwatching and other nature activities."

The Pave Hawk - based at RAF Lakenheath in Suffolk - was taking part in a low-flying exercise when it came down at around 7pm on Tuesday.

The investigation will soon be passed over to the Air Accidents Investigation Branch and its counterparts in the US, Mr Scully said.

Emergency services worked at the scene throughout the night with the help of military personnel and volunteers.

A second helicopter from RAF Lakenheath was also in the area at the time of the crash and set down on the marshes to try to assist.

Mr Scully refused to speculate on whether the second helicopter had any involvement in the incident but said that, as it was nearby at the time, it made sense that it went to help.

Residents told of hearing a "heavy and very unusual" sound overhead as the helicopter - which specialises in recovering troops from war zones - plummeted into marshland at the Norfolk Wildlife Trust Cley Marshes Nature Reserve.

The Pave Hawk - a derivative of the more famous Black Hawk - gets its name from the PAVE acronym standing for Precision Avionics Vectoring Equipment.

The helicopter is used for combat search and rescue, mainly to recover downed aircrew or other isolated personnel.

Schumacher Accident Slopes 'Marked Correctly'

Prosecutors investigating Michael Schumacher's skiing accident have examined footage from a helmet he was wearing at the time.

Albertville prosecutor Patrick Quincy said film from the helmet camera was very clear and would be examined by a police expert in mountaineering.

Investigators also said they had established that signage on the slopes was in accordance with regulations, but the area where Schumacher fell was "virgin territory" so was not marked and could be dangerous.

Mr Quincy said the probe would take time to establish whether the area where he was skiing could be classed as an "official piste" in French law.

He said Schumacher was "obviously a very good skier" but had not been able to slow himself down in the rocky area of the slope where he fell.

Describing the sequence of events after the former F1 driver went off-piste, he said: "At one point his skis touch a rock, he loses balance and falls forward and his head hits a rock which is 3.5 metres below.

"The rock he hit is eight metres from the edge of the piste and Mr Schumacher on the ground, inanimate, is nine metres from the edge of the piste. That's the information we have with regard to the inquiry."

Early viewings of the helmet camera footage appear to confirm this sequence of events, he added.

The inquiry has not yet been able to confirm reports that Schumacher was going to the aid of a family member when he fell or the speed at which he was travelling, Mr Quincy said. 

Police chief Stephane Bozon said Schumacher's speed increased when he entered the steeper off-piste section and he had tried to slow down but had difficulty because of the nature of the slope.

Mr Quincy said investigators have also spoken to emergency services and doctors and visited the scene of the accident.

The Albertville prosecutor's office carries out around 50 investigations into serious skiing and climbing accidents every year, he added.

Schumacher was skiing in the French resort Meribel when he fell and struck his head on a rock.

The fall left him in a critical condition and he has been in a medically induced coma since December 29.

On Monday, a source said he had made a "slight improvement" but remained in a stable but critical condition.

There was initially speculation that Schumacher was travelling up to 100kph (60mph) when he crashed, after it was revealed his helmet had split on impact.

But subsequent reports suggested he was travelling at a "leisurely pace" of up to 20kph (12mph).

A camera reportedly attached to Schumacher's helmet is being examined in the hope it will reveal more about the circumstances of his accident.

Schumacher, known affectionately as 'Schumi' by fans, is the most successful F1 driver in history, racking up a record 91 race wins.

Dennis Rodman: I Love My Friend Kim Jong-Un

US basketball star Dennis Rodman has told Sky News he "loves" the North Korean leader and claims that "when the time comes" he will discuss human rights with Kim Jong-Un.

Mr Rodman was speaking at Beijing airport as he departed for his latest trip to the secretive country.

He is travelling to Pyongyang with a group of 11 American basketball players for a match marking Mr Kim's birthday on Wednesday.

He said: "The only thing we are doing right now, as you can see right now, is all the NBA players here to play a game right now.

"And that's the one thing we're trying to do right now."

It is almost universally accepted that North Korea has the worst human rights record in the world.

As many as 200,000 political prisoners are locked up in labour camps around the country. Escapees have said that torture is routine.

Asked whether he would bring up the subject of labour camps, Mr Rodman said it was not his job.

Given that he is the only American with such unprecedented access to Mr Kim, Sky News put it to him that it was his responsibility to raise the issue.

"That's not my job," he said. "The only thing I am doing right now, I am only doing one thing: this game is for his birthday. It's for his birthday.

"And I hope that if this opens doors and we can actually talk about certain things, then we can do certain things, but I am not going to sit there and go in and say 'hey guy, you're doing the wrong thing'.

"That's not the right thing to do. He's my friend first. He's my friend. I don't give a ****. I tell the world: he's my ******* friend, I love him."

Under the North Korean regime's "three generations of punishment" system, individuals found guilty of a crime are sent to the labour camps with their entire family.

The subsequent two generations of that family are then born in the camp and live their lives locked up inside.

Mr Rodman was asked if he was aware of the 200,000 or so political prisoners in North Korea.

He replied: "Are you aware that lots of people in America is locked up like that too?"

Mr Rodman's unlikely friendship with Mr Kim dates back to February last year when he accompanied the US documentary maker Vice to North Korea with the Harlem Globetrotters basketball team.

Sky News understands that Mr Rodman initially believed he was going to meet the South Korean pop star Psy.

He even tweeted that he might bump into the star behind the hit song Gangnam Style.

For reasons which are yet to become clear, Mr Rodman and Mr Kim became friends.

Sky News has seen unpublished photographs of Mr Rodman riding one of Mr Kim's horses last summer at the North Korean leader's ranch outside Pyongyang.

Mr Kim does not speak English and Mr Rodman does not speak Korean.

Their conversations are conducted through North Korean interpreters.

This latest trip was due to be sponsored by the Irish bookmaker Paddy Power.

However, on Christmas Eve, the bookmaker claimed it had pulled its participation.

"Given changed circumstances, Paddy Power has decided to withdraw its association with the Dennis Rodman basketball initiative in North Korea," the company said in a statement.

However, Sky News understands that the bookmaker is still providing private funding for the trip, which it catch-phrased "Hoops not Nukes".

North Korean analysts are split over whether engagement with North Korea by an unusual and eccentric American is an unpalatable publicity stunt or an opportunity for future dialogue.

Dr Daniel Pinkston, North East Asia deputy project director at International Crisis Group, was supportive of the relationship when the Paddy Power event was announced.

"The last few years have been difficult for North Korea watchers seeking new policy prescriptions for dealing with Pyongyang," Dr Pinkston said in a statement on Paddy Power's website in September.

"Thanks to the support of Paddy Power, Rodman's visit had opened a window of opportunity to bring change to North Korea."

In December, Shin Dong-Hyuk, the only person born in a North Korean prison camp known to have escaped to the West, wrote an open letter to Mr Rodman calling on him to engage with Mr Kim.

"I am writing to you, Mr Rodman, because, more than anything else, I want Kim Jong-Un to hear the cries of his people," he wrote.

"Maybe you could use your friendship and your time together to help him understand that he has the power to close the camps and rebuild the country's economy so everyone can afford to eat."

As Mr Rodman left Beijing airport on this latest trip, he left that possibility open.

"When the time comes when I do that I am going to sit down and talk to all the people around the world, when the time comes, I am going to tell you everything that happens.

"But right now I want these guys to go over there and put on a good show for his birthday.

"We will talk about political stuff and anything about refugee camps."

A violent storm brewing in the Atlantic has brought more flooding and travel chaos as Britain returned to work after the Christmas holidays.

Forecasters warned gusts of up to 70mph will hit western coasts, while officials around the country urged people to remain vigilant and to stay away from high-risk areas with high waves crashing on to land.

With the ground saturated already following recent storms, the Environment Agency (EA) has issued one severe flood warning - near Bournemouth, Dorset - and more than 320 flood warnings and alerts covering every region in England and Wales.

The Scottish Environment Protection Agency has 32 flood warnings and alerts in place.

Environment Secretary was in Maidenhead to inspect the town's flood defences and reiterated the Government's commitment to expand schemes to protect homes and businesses.

He said: "It is absolutely awful being flooded and I really do offer my real sympathies to those that have been flooded. It is really shocking for young families and terribly disruptive for businesses.

"I can reassure those people we are determined to carry on long-term flood schemes. We will be spending £2.3bn in the course of this parliament. We have an even more ambitious programme going up to 2020, and over time, we will protect over 165,000 properties during this period and a further 300,000 up to 2020."

The EA has urged communities in Dorset and Oxfordshire to prepare for "significant flooding" in the lower reaches of the Thames, Dorset Stour and Frome rivers.

More flooding is expected on the Somerset Levels and rivers in the South East, including the Severn, remain "very high" after recent rainfall.

The EA said some 220 properties have been flooded so far, miles of coastline battered and roads and fields across the country left under water.

The severe weather has already taken its toll on the transport network and more disruption is expected for commuters with roads closed and trains delayed or cancelled in areas.

First Great Western warned passengers there was a risk to services in Cornwall, Devon, Somerset, Wiltshire and Dorset.

Southern Railway services between Horsham and Dorking in Surrey will be out of action until early February after a landslip in Ockley.

And with hail providing an additional hazard, driving conditions are expected to be difficult too with the RAC expecting Monday to be one of the busiest days of the year for breakdowns, with 11,000 call-outs expected.

A 27-year-old man from Surrey was found on Porthleven Sands beach in Cornwall after he was swept out to sea on New Year's Eve night and a woman died after being rescued from the sea in Croyde Bay, north Devon.

The German Chancellor Angela Merkel has been injured during a cross-country skiing accident in Switzerland.

Steffen Seibert, a spokesman for Mrs Merkel, said the Chancellor suffered a fractured pelvis and must rest as much as possible over the coming weeks.

Mrs Merkel has been forced to cancel a number of meetings over the next three weeks due to the injury.

She will work from home during this period, Mr Seibert said.

Cameron's Pledge To Guarantee State Pensions

David Cameron has fired the starting gun for the next general election by promising a cash boost to taxpayers and the elderly.

In an interview with the Sunday Times, the Conservative leader has pledged to raise pensions by a minimum of 2.5% each year up to 2020.

He also said he wanted to cut the top rate of income tax.

The Prime Minister pledged to continue guaranteed rises in the basic state pension by retaining the "triple lock" system if the Conservatives win the 2015 general election.

Mr Cameron also sought to reassure older voters that their pay-outs would continue to rise in line with the higher of inflation, wages or 2.5% at least until 2020.

Pensioners are facing a post-election squeeze on benefits such as winter fuel payments, bus passes, TV licences and prescriptions as MPs try to provide for an ageing population.

But Mr Cameron insisted that pensions would not be hit by continued austerity measures.

"A Conservative government will offer pensioners a more secure future by pledging today that we will carry on using the triple lock after the next election to protect the basic state pension," he said.

"We can only afford to do this because we are taking difficult decisions to cut the deficit and get spending under control as part of our long-term economic plan.

"I want to do everything we can to help people who have worked hard and done the right thing."

The basic state pension will be around £440 a year higher from April than if it had been increased in line with average earnings since 2011-12, Downing Street said.

The Sunday Times interview comes as a poll carried out by Lord Ashcroft reveals more than a third of people who voted Conservative in the last General Election say they would not vote for the party in the next election.

The former Tory Party deputy chairman's findings revealed around half of the 'defectors' had switched allegiance to the UK Independence Party (UKIP), with a fifth aligning themselves with Labour or the Lib Dems and a third undecided.

Mr Cameron has also come under renewed pressure to commit to a head-to-head TV debate with Alex Salmond over the referendum on Scottish independence.

The PM has steadfastly refused Mr Salmond's challenge but an SNP poll found over three-fifths of people in Scotland and over half of people in the rest of the UK want to see a public debate.

In a new letter to Number 10, Mr Salmond told Mr Cameron that his New Year plea to Scots to stay in the UK undermined this argument.

Labour leader Ed Miliband has pledged action to close a legal loophole used to exploit cheap foreign labour if his party wins in 2015.

Writing in The Independent on Sunday, he said he wanted to address "understandable" public fears over lifting work restrictions on Bulgarians and Romanians, conceding some UK nationals "lose out" as a result of new arrivals.

Mr Miliband said the key was ending the country's "chronic dependency on low-skill, low-wage labour".

The EA warned that the south and west coasts of England and the Severn estuary still remain at risk of coastal flooding into next week.

Communities along the North East, including Whitby and South Shields, could also see flooding as well as parts of the south coast including Portsmouth.

It comes as searches resumed in south Devon for missing 18-year-old university student Harry Martin, who was last seen leaving his home in Newton Ferrers, near Plymouth, on Thursday to take photographs of the weather.

Two people have already died in the storms. A 27-year-old man from Surrey was found on Porthleven Sands beach in Cornwall after he was swept out to sea on New Year's Eve.

And a woman died after being rescued from the sea in Croyde Bay, north Devon.

There are currently 75 flood warnings and 220 flood alerts in place in England and Wales.

The government has come under criticism for planning to cut the number of jobs in the Environment Agency, which has the responsibility for flood protection.

David Cameron has told the BBC's Andrew Marr Show: "You are going to see record levels of spending on flood defences. We've guaranteed that, right out into 2020, so they can really plan right out into the future.

"Local authorities have had to make difficult decisions. The Environment Agency does have to make sure it controls its budgets carefully but we are making sure they invest in the front line."

The bad weather has caused widespread damage in coastal areas, including the sea front in Aberystwyth, west Wales, and damaged rail lines in north Wales.

Polar Vortex To Plunge US Temperatures to -60C

Windchills of nearly -60C (-70F) are threatening to turn states in the north and northwest US into an icy deep freeze.

A phenomena described as a polar vortex is set to suck super-chilled air from the Arctic into North and South Dakota, the Great Lakes states and New England, sending temperatures plunging.

Washington DC has already seen its coldest temperatures for 20 years and several Mid Western states have recorded their lowest mercury readings for more than a decade.

Weather Bell meteorologist Ryan Maue described current weather conditions as a once in a generation event.

"If you're under 40 (years old), you've not seen this stuff before," he said.

But with much of the north east of the country already under thick snow and well below zero, a newly emerging weather system is threatening to cause further misery.

The 'polar vortex' is an anti-clockwise rotating pool of cold, dense air that forms close to the North Pole, but typically hangs over Canada.

Meteorologists say that unusually, this year, it is heading south and moving towards the north and eastern United States.

Fargo in North Dakota is expected to dip to -31C (-25F), International Falls, Minnesota will fall to -35C (-31F) and Indianapolis, Indiana and Chicago, Illinois, will reach -26C (-15F).

Forecasters say that at those temperatures exposed skin can get frostbitten in minutes and hypothermia can quickly set in as wind chills may reach 50, 60 or even 70 below zero F (45.5,  51 or even 56.7 below zero C).

Parts of northeastern New England have already dropped into the negatives with some places hitting -35C (-30F) in Vermont and -38C (-36F) in Maine.

TV pictures from some of the worst affected areas have been reminiscent of images from an Antarctic or Arctic winter.

At least 16 deaths have been blamed on a snow storm that swept across the eastern half of the US at the end of last week.

Only a few thousand people have been left without power in the US despite heavy snowfalls, but in Canada, which has seen unusually heavy snow in a country used to cold winters, nearly 90,000 are without power in Newfoundland.

Temperatures were also expected to plummet to -35C in northwestern Ontario and Environment Canada issued a special weather statement on Saturday night for much of southern Ontario, warning of heavy snowfalls.

Meanwhile, in Brazil, soaring temperatures in Rio de Janeiro set off fire sprinklers in shopping malls as the thermometer topped 40C (102F).

Thousands headed to the beach as temperatures rose to more than 50C in the sunshine.
