Australia Bushfires Rage Across Tasmania

Australia's prime minister has promised help to dozens of people who have been made homeless by a series of wildfires sweeping the south of the country.

Hundreds of residents have been forced to leave their homes in the island state of Tasmania, with fires breaking out across the region amid blistering temperatures and high winds.

Around 80 buildings have been destroyed in and around the small town of Dunalley, east of the Tasmanian capital of Hobart, including the town's school, police station and bakery.

Officials are investigating reports that one person has been killed in the blaze, but there have been no confirmed deaths or injuries from the fire.

Prime Minister Julia Gillard said: "For those who have lost their homes - a devastating experience, and we will be working with them, as will the state government to support people through.

"There are media reports that a life has been lost - I'm not in a position to confirm that, but bushfires are very dangerous things," she added.

The heatwave sent the temperature in Hobart soaring to a record high of nearly 42C on Friday.

Conditions had eased across much of the region on Saturday, but fire officials warned that the danger from some of the fires remained high.

"We reached catastrophic fire danger ratings at times," Tasmania fire service chief officer Mike Brown said.

Wildfires are common seasonal hazard during the Australian summer.

In February 2009, hundreds of fires across the state of Victoria killed 173 people and destroyed more than 2,000 homes.

India Gang Rape Victim's Friend Speaks Of Attack

The male friend of the Indian gang rape victim has spoken for the first time of how he tried to save her and begged her attackers to stop the "cruelty that should never be seen".

The 28-year-old software firm employee said getting on to a private bus that night, because they could not find a rickshaw to take them home, was "the biggest mistake I made".

Speaking in public for the first time, he hit out at the hospital treatment his 23-year-old friend received, the police and at passers-by for failing to help after they were thrown naked from the bus following the two-and-a-half-hour ordeal.

He said that the woman was left naked and bleeding in the street for nearly an hour before a police van arrived to help.

He said: "What can I say? The cruelty I saw should not be seen ever. I tried to fight against the men but later I begged them again and again to leave her."

The man, who suffered a fractured leg and other injuries in the attack, recounted the savagery of the night of December 16 after he and his friend, who died from her injuries on December 29, had been to see a film in New Delhi.

He told the Hindi-language cable channel Zee News: "I was not very confident about getting into the bus but my friend was running late, so we got into it.

"This was the biggest mistake I made and after that everything went out of control."

He said: "The occupants of the bus, which had tinted windows and curtains, had laid a trap for us. They were probably involved in crimes before also. They beat us up, hit us with an iron rod, snatched our clothes and belongings and threw us off the bus on a deserted stretch.

"The bus occupants had everything planned. Apart from the driver and the helper, others behaved like they were passengers. We even paid 20 (rupees) as fare. They then started teasing my friend and it led to a brawl. I beat three of them up but then the rest of them brought an iron rod and hit me. Before I fell unconscious, they took my friend away."

"From where we boarded the bus, they moved around for nearly two and a half hours. We were shouting, trying to make people hear us. But they switched off the lights of the bus. We tried to resist them. Even my friend fought with them, she tried to save me. She tried to dial the police control room number 100, but the accused snatched her mobile away," he said.

After that the "driver and the other men raped my friend and hit her in the worst possible ways in the most private parts of her body."

"I cannot tell you what I feel when I think of it. I shiver in pain," he said.

The attackers also violated her with an iron bar, causing the immense internal damage that lead to her death, before throwing them from the bus.

The friend said: "There were a few people who had gathered round but nobody helped. Before the police came I screamed for help but the auto rickshaws, cars and others passing by did not stop."

He said when police arrived: "We kept shouting at the police, 'please give us some clothes' but they were busy deciding which police station our case should be registered at."

"It took an hour and a half for us to be taken to hospital," he added.

The police have arrested six suspects - five men and a juvenile believed to be aged 17 - who were formally charged with murder, rape and kidnapping on Thursday.

The case has sparked massive protests across India, where statistics show a woman is raped every 20 minutes.

Protesters have called for all rape suspects to be hanged and want a better deal for women so the streets are safer and men who rape women are put on trial.

National crime records show that 228,650 of the total 256,329 violent crimes recorded in India last year were against women and rape cases more than doubled between 1990 and 2008.

Police in Delhi have filed charges against Zee News under laws which protect the anonymity of victims of offences such as rape. In India,    the criminal justice system defines rape as a crime against the state, and it the responsibility of the state to defend the victim.

Earthquake Strikes Off West Coast Of Alaska

An earthquake measuring 7.7 has been recorded in the Pacific Ocean off Alaska, triggering a tsunami warning.

The quake was centred about 60 miles (100 km) southwest of Port Alexander at a depth of about six miles (10km), according to the US Geological Survey.

A small but possibly destructive tsunami has been generated and a tsunami warning is in effect for parts of southern Alaska and coastal Canada.

The Alaska Tsunami Warning Centre says the warning area includes coastal areas from about 75 miles  (120 km) southeast of Cordova, Alaska, to the north tip of Vancouver Island.

The center says some areas are seeing small sea level changes, but there will be no widespread destructive wave that had earlier been warned about.

Waves were expected to hit first in Langara, in Canada's British Columbia province, and later in the morning farther north and west, possibly reaching as far as Homer on Alaska's Kenai Peninsula, the centre said.

The tsunami warning was likely to be in effect for at least four hours, earthquake centre scientist Bill Knight said. So far there had been no reports of damage from the earthquake.

A tsunami with a "significant widespread inundation of land is expected" with the first wave expected around 2:15 am PST in Craig, and 2:50 in Cordova, further to the north and widespread dangerous coastal flooding is possible.

"Sea level readings indicate a tsunami was generated," the US centre said in a statement. "It may have been destructive along coasts near the earthquake epicentre."             

Gerard Fryer, a geophysicist from the Pacific Warning Centre said: "We have seen a small tsunami at Port Alexander 100 miles south of the epicentre.

"The tsunami amplitude was 13cm which suggests there may be troublesome waves in the immediate area of the quake, but beyond that there is no hazard so we do not have a tsunami warning for anywhere else in the pacific".

Homes were shaken in Alaska's state capital of Juneau some 205 miles (330 kilometers) away, The Juneau Empire newspaper reported. But there was apparently no major damage to the city, the largest in the area.

Juneau resident Archie Hinman told the Empire the quake "shook my Juneau home violently enough to awaken the entire family. No apparent damage."

The earthquake reading was based on the open-ended Moment Magnitude scale used by US seismologists, which measures the area of the fault that ruptured and the total energy released.

Falklands Row: Sun's Argentina Ad Warns Kirchner

A British tabloid has published a full page newspaper advert in Argentina, warning its president to keep her "hands off" the Falklands.

The Sun was responding to an open letter from Cristina Fernandez de Kirchner, in which she called for the islands to come under Argentine sovereignty.

A referendum on the islands' status is to take place in March.

Prime Minister David Cameron has insisted that residents of the Falkland Islands must decide their own future.

The Sun's message to Ms Kirchner - printed in English language paper, The Buenos Aires Herald - raises the issue of Argentina's 1982 invasion of the islands.

It mentions the 649 Argentine and 255 British servicemen who lost their lives and says the invasion was in "direct conflict" with the UN principle of self-determination.

The ad in the paper - read by some 50,000 people - disputes Argentina's claim to the islands and points out that British sovereignty dates back to 1765.

It concludes: "Until the people of the Falkland Islands choose to become Argentinian, they remain resolutely British.

"In the name of our millions of readers and to put it another way: 'HANDS OFF!'"

Ms Kirchner's open letter was published in The Guardian and Independent and called for the UK to give up the Falklands - known as The Malvinas in Argentina.

She urged Mr Cameron to abide by a 1965 UN resolution to "negotiate a solution" to the dispute.

But the PM told the leader that she should "listen" to the result of the March referendum.

And he vowed that Falklands residents would have his full backing if they choose to remain British.

"The future of the Falkland Islands should be determined by the Falkland Islanders themselves, the people who live there," he said.

"Whenever they have been asked their opinion, they say they want to maintain their current status with the United Kingdom.

"They're holding a referendum this year and I hope the president of Argentina will listen to that referendum and recognise it is for the Falkland Islanders to choose their future.

"As long as they choose to stay with the United Kingdom they have my 100% backing."

Hand Transplant Completed For First Time In UK

A 51-year-old man has become the first person in the UK to have a hand transplant.

Mark Cahill said he was "well happy" after an eight-hour operation by doctors at Leeds General Infirmary on December 27.

He said he was now looking forward to being able to "cut my food up, button my shirts, fasten a pair of shoelaces, and (...) hold my grandson's hand."

But the op was immediately lambasted by one of the UK's most renowned surgeons, who suggested that Mr Cahill could be left with a "dead hand at the end of an arm".

Lord Robert Winston said even when nerves were all carefully joined up "these transplanted hands were very limited and most often caused huge inconvenience".

However, doctors in Leeds said a new technique was used during the latest surgery.

It involved Mr Cahill having his non-functioning right hand removed during the same operation as the donor hand was transplanted.

This procedure allowed very accurate restoration of nerve structures and is believed to be the first time this approach has been used, surgeons said.

Consultant plastic surgeon Professor Simon Kay, who led the surgical team, said: "This operation is the culmination of a great deal of planning and preparation over the last two years by a team including plastic surgery, transplant medicine and surgery, immunology, psychology, rehabilitation medicine, pharmacy and many other disciplines.

"The team was on standby from the end of November awaiting a suitable donor limb, and the call came just after Christmas.

"It was extremely challenging to be the first team in the UK to carry out such a procedure.

"Any organ donation brings something positive from tragedy and I would like to acknowledge the tremendous gift the family of the donor have made at such a distressing time.

"It is still early days but indications are good and the patient is making good progress."

In an interview with ITV's Daybreak, Mr Cahill, from Greetland, West Yorkshire, said: "Eight o'clock on Boxing Day night we got a phone call saying we may have a donor.

"As you can imagine, the day after Christmas it was quite a shock. I'm getting slight movement now, my feeling has just started coming back, but everything's looking very, very good.

"Long term I won't have 100% use of it, but obviously I'm going to have a lot more use than I had with the existing hand.

"I think I've dealt with it pretty well. The only thing you can't do is know what is going to happen after the operation, and as it has turned out it is brilliant. I'm well happy.

"Hopefully I will be able to get back to work for a start, that's a major difference.

"For a start I might be able to cut my food up, button my shirts, fasten a pair of shoelaces, and mainly I'll be able to hold my grandson's hand."

He told the BBC: "It just does not feel like somebody else's hand. As I look at it and move it, it just feels like my hand."

Leeds Teaching Hospitals announced in late 2011 that it was starting to look for candidates for hand or arm transplants.

Potential patients are put through a series of health checks and psychological assessments to ensure they have carefully considered the implications.

Mr Cahill, who lost the use of his right hand due to severe gout, was one of two potential candidates when a donated limb became available.

He was selected because he was the best tissue match.

The team has been working closely with NHS Blood and Transplant (NHSBT) and also colleagues in Lyon, France, where hand transplants were pioneered in 1998.

The first-ever recipient in France was New Zealander Clint Hallam, who later had his new hand removed.

He lost his original hand in a circular saw accident in prison in 1984.

He eventually decided he could not live with his new hand, which was taken from a motorcyclist who died in an accident, because he said it felt like a dead man's hand.

Doctors indicated Mr Hallam had not stuck to the correct drugs and exercise regime.

His experience cast doubt on the whole procedure although surgeons have pointed out that a number of hand transplants have been successfully completed in the US.

Mr Cahill's operation was dismissed by Lord Winston, a surgeon who helped to pioneer hand transplant surgery in the 1970s.

He said: "History repeats itself. The first hand transplant that I was involved with was done by Willy Boeckx and myself in 1975 in Leuven when I was working there (not 1998) when we were pioneering microsurgery. 

"Even then, I am not sure whether it was the first, probably not.

"What is clear is that since that time there have a number of hand transplants (I followed one in my TV series Superhuman in 1999 - 2000) which showed that, even when nerves and vessels and tendons were all carefully joined up under a microscope, these transplanted hands were very limited and most often caused huge inconvenience to the recipient because of lack of function - essentially a largely 'dead hand' at the end of an arm.

"I really can't see this is much of a breakthrough given that a donor hand has extra inconvenience and complications - not least of which is the serious risk of rejection in spite of the need to take powerful and risky immunosuppressive drugs."

A spokeswoman for NHSBT said it was aware that a limb transplant had taken place.

She said: "Our thoughts are with the family of the donor at this time. Without their agreement for donation, this operation would not have taken place.

"We also send our best wishes to the recipient for a healthy recovery.

"There are currently 10,000 people waiting for a transplant in the UK. NHSBT urges everyone to sign up to the NHS Organ Donor Register and to tell their families of their wishes."

The Pakistani teenager Malala Yusufzai has been discharged from Queen Elizabeth Hospital in Birmingham.

The 15-year-old was shot in the head by the Taliban in Pakistan in October and later flown to Britain for specialist treatment.

She will continue her rehabilitation at her family's temporary home in the West Midlands before having cranial reconstructive surgery in the next month, her doctors say.

Dr Dave Rosser, medical director at University Hospitals Birmingham NHS Foundation Trust, said: "Malala is a strong young woman and has worked hard with the people caring for her to make excellent progress in her recovery.

"Following discussions with Malala and her medical team, we decided that she would benefit from being at home with her parents and two brothers.

"She will return to the hospital as an outpatient and our therapies team will continue to work with her at home to supervise her onward care."

Over the past couple of weeks she has been leaving the hospital on a regular basis on 'home leave' to spend time with her father Ziauddin, mother Toorpekai and younger brothers, Khushal and Atul.

Malala was shot on a school bus in the Swat Valley area for campaigning for women's rights and their right to an education.

The bullet entered just above her left eye and ran along her jaw, 'grazing' her brain. It was later removed by surgeons in Pakistan before she was flown to the UK.

She is now likely to secure permanent residence in the UK after her father was granted a job with the Pakistani consulate in Birmingham.

Mr Yusufzai has been appointed education attache for three years, with the option of an extension for a further two years afterwards.

Both he and his daughter have had threats made against their lives by the Taliban since the shooting.

Falklands Row Reopened By President's Letter

The president of Argentina has written an open letter to David Cameron calling once again for him to relinquish British control of the Falkland Islands.

The letter by Cristina Kirchner has appeared as an advertisement in The Guardian newspaper and says Argentina was forcibly stripped of the islands her country calls Las Malvinas in a "blatant exercise of 19th-century colonialism".

The 59-year-old president urged the Prime Minister to abide by United Nations resolutions she says back the Argentinian cause.

Ms Kirchner first made calls for the return of the islands during last year's 30th anniversary of the two countries going to war.

"One hundred and eighty years ago on the same date, January 3, in a blatant exercise of 19th-century colonialism, Argentina was forcibly stripped of the Malvinas Islands, which are situated 14,000km (8700 miles) away from London," she said in the letter, copied to United Nations secretary general Ban Ki-moon.

"The Argentines on the Islands were expelled by the Royal Navy and the United Kingdom subsequently began a population implantation process similar to that applied to other territories under colonial rule.

"Since then, Britain, the colonial power, has refused to return the territories to the Argentine Republic, thus preventing it from restoring its territorial integrity.

"The Question of the Malvinas Islands is also a cause embraced by Latin America and by a vast majority of peoples and governments around the world that reject colonialism."

Mr Cameron and Ms Kirchner clashed over the Falklands when the pair came face-to-face at the G20 summit in Mexico last June.

He rejected her demand for negotiations over the sovereignty of the islands and told her that she should respect the result of a referendum due to be held in March, when the Falklanders will vote on whether they wish to retain their ties with Britain.

The Argentine president had earlier taken her demands to the United Nations, appearing at the annual meeting of the little-known UN Decolonisation Committee on the 30th anniversary of Britain's ousting of an Argentinian invasion force from the Falklands.

She used the occasion to reiterate Argentina's opposition to any more wars and to criticise the Prime Minister's decision to mark the day by flying the Falklands flag over Number 10.

In December Argentina protested at Britain's decision to name a vast swathe of Antarctica Queen Elizabeth Land. Its foreign ministry handed a formal protest note to British ambassador John Freeman in Buenos Aires.

The area, which makes up around a third of the British Antarctic Territory, is also claimed by the South American country.

A Foreign Office spokeswoman said the Falkland Islanders "are British and have chosen to be so".

"They remain free to choose their own futures, both politically and economically, and have a right to self-determination as enshrined in the UN Charter," she added.

"This is a fundamental human right for all peoples.

"There are three parties to this debate, not just two as Argentina likes to pretend.

"The islanders can't just be written out of history.

"As such, there can be no negotiations on the sovereignty of the Falkland Islands unless and until such time as the islanders so wish."

Jim Davidson 'Vigorously' Denies Sex Claims

Jim Davidson, who was arrested by police investigating the Jimmy Savile abuse scandal, "vigorously denies" the claims against him, the comedian's solicitor has said.

Allegations dating back 25 years have been made by two women, according to lawyer Henri Brandman.

Davidson, 59, was one of two men arrested on suspicion of sexual offences as part of Operation Yewtree.

Both individuals fall under the strand of the investigation termed 'others' and the Metropolitan Police said the allegations are not linked to Savile.

Officers said a 53-year-old was held in Hampshire at around 8am and a 59-year-old in west London at around midday.

Both men were later released on bail until March pending further inquiries.

Davidson had reportedly been detained at Heathrow Airport as he returned to the UK to be a contestant on Channel 5's Celebrity Big Brother.

Six men and a woman were seen leaving Davidson's house in Stockbridge, Hampshire, carrying boxes.

In a statement, Mr Brandman said: "Two women have made allegations in respect of Jim that date back approximately 25 years.

"The complainants were then in their mid 20s. Jim vigorously denies the allegations.

"He answered police questions as fully as he was able after this passage of time.

"He has not been charged with any offence. Neither he nor I will be making any further comment."

Scotland Yard is leading a nationwide investigation into allegations against disgraced television presenter Savile and a number of other high profile figures.

They have separated the inquiry into three strands: claims against Savile, those involving Savile and others, and those involving others.

Officers have questioned a number of people including former pop star Gary Glitter, comedian Freddie Starr and PR guru Max Clifford.

Last month, police said a total of 31 allegations of rape had been made against former Top Of The Pops presenter Savile.

Some 589 people have come forward with information relating to the scandal, with a total of 450 complaints against the BBC presenter and DJ, mainly alleging sexual abuse.

Detectives have recorded 199 crimes in 17 force areas in which Savile is a suspect.

Climber Killed By Lightning On Kilimanjaro

An Irish climber has been killed after being struck by lightning while scaling Africa's highest mountain, Kilimanjaro.

Ian McKeever, 42, died in the freak tragedy as he led a group up the mountain.

It is understood a number of other climbers with him also needed medical attention.

Mr McKeever was a lecturer and broadcaster who regularly mentored hikers, including groups of Irish schoolchildren, climbing to the 5, 896m (19, 340ft) summit.

He was from Lough Dan in County Wicklow.

The latest expedition team set off to Tanzania from Ireland on December 28 and began its ascent the day before New Year's Eve.

Mr McKeever wrote in online updates that there had been torrential rain, but he said spirits remained high among the hikers.

In his final post he wrote: "We pray for drier weather tomorrow - the big day. It's the Lava Tower." The Lava Tower is a landmark on the climb.

It is understood he was killed in a lightning storm.

The adventurer was known for many feats, including scaling Mount Everest.

In 2008, he helped his then 10-year-old godson Sean McSharry become the youngest person in Europe to reach the top of Kilimanjaro.

Mr McKeever is the former holder of the record for completing the seven highest peaks in the world.

Recently he had been attempting, along with his friend and African climbing guide Samuel Kinsonga, to break the record for the fastest ascent of Kilimanjaro as part of an anti-racism charity campaign.

He was the author of two books Give Me Shelter and Give Me Heroes and was working on a third book Give Me 28 Days.

On his Facebook page, a statement said: "It is with deep regret, that we, Ian's family, fiancee Anna and friends, advise of his sudden death on Kilimanjaro ... doing what he loved best."

Tributes on Facebook referred to him as an inspiration.

Benefits Rise 'Almost Double Salary Increase'

Welfare payouts for the jobless have risen almost twice as fast as average salaries over the last five years, according to official figures.

Out-of-work benefits have increased in value by 20% since 2007, compared to a rise of 12% in private sector pay.

Work and Pensions Secretary Iain Duncan Smith said the increases had cost the taxpayer £6.3bn since the start of the recession in 2008.

He claimed that the figures proved automatically increasing the handouts with the rate of inflation is unfair on working people.

Mr Duncan Smith said: "Working people across the country have been tightening their belts after years of pay restraint while at the same watching benefits increase. That is not fair.

"The welfare state under Labour effectively trapped thousands of families into dependency as it made no sense to give up the certainty of a benefit payment in order to go back to work.

"This government is restoring fairness to the system and Universal Credit will ensure it always pays to be in work."

The Government wants to reform the system and impose a 1% cap on most working-age benefits and tax credits for the next three years but Labour are against the move.

However, the Opposition has produced its own analysis claiming that Jobseeker's Allowance (JSA) had not risen in line with wages over the past decade.

Labour's shadow work and pensions secretary Liam Byrne said longer-term figures showed JSA had risen by 32% since 2002/3 while average earnings rose 36% over that time.

"Iain Duncan Smith has given the green light to a £14bn cut to tax credits that's pushing millions of working families into poverty and now means thousands of part-time workers are better off on benefits," he said.

"Now he wants to hit working families again with his strivers tax bill. Yet this omnishambles government thinks its right to give an average £107,000 tax cut for 8,000 millionaires," he said.

"This Tory-led government is comprehensively out of touch with the reality of Britain's working families."

Under Chancellor George Osborne's plans, child benefit, housing benefit and Universal Credit will also be capped for two years from 2014/15.

Breaking the link with inflation is predicted to save the Government almost £2.4bn by the 2015 general election and a further £11.8bn in the three years after it.

But critics say it will hit low and middle-income families and increase homelessness and hunger.

The Government is also introducing a new Universal Credit system this year, which will replace most out-of-work handouts and is aimed at making it pay to work.

The scheme will unite tax and benefits in one system and prevent total handouts exceeding the average wage.

The Government claims around three million families - mostly from the bottom of the income scale - will be better off by around £168-a-month under the changes.

Thailand Killing: Family Travel To Identify Victim

The family of a British tourist shot dead at a New Year's Eve party in Thailand are travelling to the country to identify his body and make arrangements for repatriation.

Stephen Ashton, 22, was hit by a stray bullet after getting caught in the crossfire of a gunfight between rival gangs on the island of Koh Phangan.

His family members will meet the UK's ambassador to Thailand, Mark Kent, on Thursday.

He warned of risks to Western tourists, and urged people to read the travel advice on the Foreign Office website.

"Most people have a very enjoyable holiday, a very trouble-free holiday," he told Sky News. "But there are risks and we've set these out in our travel advice which you can access on the Foreign Office website.

"In particular we do mention that there have been incidents involving Western tourists in Koh Phangan, so there are risks in going anywhere and I think Thailand is certainly not completely trouble free."

Police Colonel Kittakarn Kramomthong, chief of police at the island's station, said officers have arrested a 26-year-old Thai man and confiscated a gun.

The man is expected to be charged with manslaughter, he said.

Sky producer Sarah Yuen, who is on the island, said the suspect's first court appearance is likely to be delayed until Thursday while Mr Ashton's body is formally identified.

She added that while Thailand is generally safe, there is an "undercurrent of violence" in parts of the country.

Thai police said Mr Ashton was with a group of friends and 300 other tourists celebrating the countdown to 2013 at a pub and restaurant called the Zoom Bar at Haad Rin beach when he was shot with a homemade gun shortly after 4am on Tuesday.

The Bangkok Post said he was visiting the island with four or five friends and was staying at Pink Bungalow on Haad Rin.

Confirming the identity of the victim, a Foreign Office spokesman said: "We are aware of the death of a British national in Thailand on New Year's Eve and we are providing consular assistance to the family."

Friends expressed their shock at Mr Ashton's death and paid tribute to him on social networking sites.

Robbie-Cameron Gray took to Mr Ashton's Facebook page to express his grief and posted a photograph of the two of them as young boys.

He said: "Don't want to believe it. Still got photos of us on my wall from football and school. Will miss you mate."

Aaron Kelly wrote on Facebook: "Horrible news. Be good up there mate."

Neighbour Dawn Mason, 48, described Mr Ashton as a "very normal, likeable young man".

His family moved to the upmarket area of Purley, south London, about three years ago, she said.

"They've always been very nice neighbours.

"If Stephen or his sister Emily had parties, they'd always be at the house with their parents so they knew where they were. I went to the house today and the family just seem in complete shock."

The tropical island of Koh Phangan, situated north of tourist haven Ko Samui in the Gulf of Thailand, is a popular destination for backpackers and students on gap years.

One of the attractions of the island is its monthly full moon party at Haad Rin Beach, and many people know it as the setting for Alex Garland's novel The Beach, which was made into a film starring Leonardo DiCaprio.

Without the legislation, economists had warned of a possible new recession and spike in unemployment.

The White House-backed legislation would prevent middle-class taxes from rising, and raise rates on incomes over $400,000 for individuals and $450,000 for couples.

It also blocks spending cuts for two months, extends unemployment benefits for the long-term jobless, prevents a 27% cut in fees for doctors who treat Medicare patients and prevents a spike in milk prices.

Northern Ireland Bomb: Family's Lucky Escape

A policeman in Northern Ireland targeted by a car bomb was taking his family for Sunday lunch when he found the device, it has emerged.

Assistant Chief Constable George Hamilton revealed that the officer was going out with his wife and two young children when he checked his car as a matter of routine.

He found the bomb - believed to have been planted by dissident republicans - underneath his vehicle outside his home in Belfast.

The property is close to the Police Service of Northern Ireland (PSNI) headquarters at Knock and the Northern Ireland Assembly at Stormont.

"If that officer had not checked his car, we would have been looking at a murder or multiple murders," Mr Hamilton told a press conference as he appealed for witnesses to come forward.

"We believe the consequences of this would have been absolutely devastating for the officer, his family, for the police family and for the communities across Northern Ireland.

"For some reason, those people who are anti-peace, who are still hanging on to the past, who aren't prepared to move forward, have tried to murder this officer and his family.

"We consider that completely repugnant. It's inhumane. By any standards in any society, this is wrong and we utterly condemn this attack."

He warned that there was a severe threat level across Northern Ireland and appealed to officers to be vigilant and check under their cars.

It is hoped that the bomb will be useful as evidence because it was discovered and did not engage.

Justice minister David Ford said: "It is ironic that this latest attack was carried out so close to Stormont, where those who are democratically elected seek to move matters forward through debate.

Over the last five years there have been 115 arrests and 35 charges and 64 officers have had to leave their homes, a police spokesman said.

In November, long-serving prison officer David Black, 52, was shot dead in a motorway ambush in Co Armagh as he drove to work.

A group styling itself the "new IRA" claimed that attack. The faction was formed in the summer when a number of splinter groups joined forces.

In April 2011 newly qualified police officer Ronan Kerr, 25, died when a dissident booby trap car bomb exploded under his vehicle at his home in Omagh.

Hillary Clinton In Hospital With Blood Clot

US Secretary of State Hillary Clinton has been admitted to hospital after the discovery of a blood clot stemming from an accident earlier this month.

Mrs Clinton, 65, initially fell ill with a stomach bug that led to her fainting and sustaining a concussion. Officials had insisted she was recovering.

But her spokesman Philippe Reines said in a statement: "In the course of a follow-up exam today (Sunday), Secretary Clinton's doctors discovered a blood clot had formed, stemming from the concussion she sustained several weeks ago.

"She is being treated with anti-coagulants and is at New York Presbyterian Hospital so that they can monitor the medication over the next 48 hours.

"Her doctors will continue to assess her condition, including other issues associated with her concussion. They will determine if any further action is required."

Mrs Clinton has been off work since her return from her last foreign trip on December 7, although her staff have said she was working from home.

Her lengthy absence from public life had sparked claims from critics that she is trying to avoid testifying in a congressional investigation into a deadly attack on a US mission in Libya.

Earlier this month, the State Department said Mrs Clinton had contracted a bad stomach virus during her five-day stay in Europe. She had to cancel a planned trip to North Africa and Abu Dhabi due to the illness.

A week later, Mrs Clinton's doctors said she had become severely dehydrated due to the effects of the stomach bug and had fainted, suffering a concussion.

They recommended she rest at home and avoid the high-intensity travel she had been accustomed to taking as secretary of state.

Mrs Clinton has flown almost a million miles since taking office four years ago, visited 112 countries and spent some 400 days in a plane.

Her health kept her from giving evidence on December 20 about the attack on the US diplomatic post in the eastern Libyan city of Benghazi on September 11.

The assault, in which the US ambassador and three other American officials were killed, sparked a political firestorm in the United States, and Republicans criticised Mrs Clinton's absence from the hearings, calling on her to testify in January.

Mrs Clinton, who is due to step down from her post in early 2013, also stayed away from the White House last week when President Barack Obama nominated her replacement, veteran Senator John Kerry.

Auckland Kicks Off The New Year Knees Up

The countdown to 2013 has begun with a spectacular fireworks display in Auckland, New Zealand.

Crowds packed the city centre to watch the annual event at the city's Sky Tower, ensuring the new year was seen in with a bang.

There had been concerns that poor weather might hinder the pyrotechnic display but conditions held up and revellers were treated to a dazzling display of lights.

In London, the night sky is set to be illuminated with pyrotechnics to round-off a momentous year in the capital city.

The Mayor of London, Boris Johnson, who has organised the event, said: "Our New Year's Eve fireworks will cap a triumphant year for London.

"As we welcomed the world to the magnificent celebrations for the Queen's Diamond Jubilee and the glorious success of the Olympic and Paralympic Games, London was at its very best.

"From the thrilling sporting action to the breathtaking cultural celebrations, it has been an unforgettable year and I am immensely proud o the contribution that our Ambassadors made to that success.

Up to 250,000 people are expected to crowd on to the banks of the Thames to watch the display, with millions more seeing it on television.

Following their hard work during the London 2012 Games, more than 150 of the mayor's 'Team London Ambassadors' will volunteer at the event to help ensure it is a success.

They will be giving out maps, helping direct people to the viewing areas, and providing guidance and advice on getting home safely.

Scots rockers Simple Minds will be headlining the Hogmanay concert and street party in Edinburgh.

The View, Bwani Junction, Reverend and the Makers and The OK Social Club will also be playing to an anticipated crowd of 80,000, and fireworks will be set off to mark the start of 2013.

Celebrations got under way in the city last night with a torchlight procession. A record crowd estimated at 35,000, including 7,000 torch carriers, were led by the massed pipes and drums and the Up Helly Aa' Vikings from Shetland.

The procession made its way through the city streets to the burning of the effigy of a Viking boat and a spectacular Son et Lumiere display on Calton Hill.

The central Pacific Ocean island of Kiritimati (Christmas Island) and the eastern-most island in the island nation of Kiribati were the first to usher in the new year at 1000 GMT.

Sydney will be the first major world city to see in the new year at 1300 GMT, with some 1.5 million people expected to attend the city's events.

As one of the largest new year events in the world, the traditional firework show on the Sydney Harbour Bridge will display more than 100,000 firework patterns, costing 6.5m Australian dollars (£4.2m).

American Samoa, an unincorporated territory of the US in the southern Pacific Ocean, will be the last place on Earth to herald in the new year on Tuesday at 1100 GMT.

Russia Plane Crash: Video Of Moment Of Impact

Video footage shows the moment a passenger aircraft crashed into a motorway in Russia after it overshot the runway.

The footage, captured from a vehicle on the motorway, shows luggage and other debris flying from the aircraft and hitting other cars on the road as the plane smashed into the ground.

Louds bangs can also be heard as the plane impacted with the ground and the cars were hit by the wreckage.

Four people - the pilot, co-pilot, flight engineer and a flight steward - were killed in the crash and another four seriously injured after the aircraft overshot a runway at Moscow's Vnukovo airport.

The Red Wing Airlines aircraft burst through a perimeter fence on to the motorway at Russia's third busiest airport.

Officials said the Tu-204 plane - travelling from the Czech Republic - was carrying eight crew members and no passengers. It broke into pieces and caught fire after crashing.

The cockpit of the aircraft was sheared off from the fuselage and a large chunk gashed out near the tail during the impact.

Witnesses told state channel Rossiya-24 they saw a man thrown from the plane as it rammed into the barrier of the motorway and described pulling other people from the wreckage.

The airport was closed after the crash and flights were routed to Moscow's other airports, Sheremetyevo and Domodedovo.

Prior to Saturday's crash, there had been no fatal accidents reported for Tu-204s, which entered commercial service in 1995.

The plane is a twin-engine mid-range jet with room to carry about  210 passengers.

Investigators said preliminary findings pointed to pilot error as the cause of the crash.

The billionaire owner of Red Wing Airlines, Alexander Lebedev, said the pilot was experienced, with 14,500 hours of flying time.

The state news agency RIA Novosti cited an unidentified official at the Russian Aviation Agency as saying another Tu-204 had gone off the runway at the international airport in Novosibirsk, Siberia, on December 20.

The agency said that incident, in which no one was injured, was due to the failure of the plane's engines to go into reverse upon landing and that its brake system malfunctioned.

Russia and other former Soviet republics have some of the world's worst air traffic safety records - with a total accident rate three times the world average, according to the International Air Transport Association.

In April, 31 people were killed after a passenger jet crashed after takeoff in Siberia.

Another 44 people, including the Lokomotiv Yaroslavl ice hockey team, were killed when their aircraft smashed into a riverbank in September 2011.

Gang Rape Victim Cremated In New Delhi

The body of a woman who was gang raped on a bus in New Delhi has been cremated at a private ceremony held amid tight security.

The 23-year-old medical student was savagely beaten and raped for almost an hour before being thrown out of the moving vehicle.

She was transferred to Mount Elizabeth Hospital in Singapore for specialist treatment, but later died from severe organ failure.

Her body was flown back to India from Changi Airport with her parents, who were at her bedside when she was pronounced dead.

At the brief cremation ceremony in the southwestern Dwarka district of the city, the funeral pyre was lit after relatives and friends said their final prayers.

According to several mourners, the student was due in February to marry her boyfriend, who was injured in the same attack.

"They had made all the wedding preparations and had planned a wedding party in Delhi," Meena Rai, who had been shopping with the victim for wedding outfits, was reported as saying.

The funeral took place just hours after police said the six accused of murdering the student could face the death penalty if convicted.

Sky's India Correspondent Alex Rossi said: "The general thinking behind it as far as the prosecution service is concerned is that the way she was treated on that bus, the manner in which she was subjected to such a brutal attack, the fact that she was thrown from the bus whilst it was still moving and was unconscious suggests that they're fairly confident now that there was pre-meditation in the attack."

Her uncle has called for those responsible to be given the "strictest possible sentence".

"This is a very sad day, and a very very sad happening," he said. "My condolences are with my niece's family."

Sonia Ghandi, the president of India's National Congress, has promised to fight for change.

She said: "(The death) strengthens our resolve to fight with all our might, and all the powers of our laws and our administration, for the safety and protection of all women of our country, and to ensure swift and fitting punishment for the perpetrators of such brutal acts."

More than 1,000 protesters gathered in New Delhi city centre for a sit-in, demanding political change to protect women from violence.

Thousands more took part in a candlelight vigil.

The area is home to the president's palace, the prime minister's office and key defence, foreign affairs and home ministries.

Authorities feared a repeat of demonstrations a week ago, where police fired tear gas and water cannon at activists after violence broke out.

Police spokesman Rajan Bhagat said: "We have booked all six accused under section 302 of the Indian Penal Code.

"It is a non-bailable offence which carries the death sentence."

Formal charges are expected to be filed by January 3.

"It would be a true homage to her memory if we are able to channel these emotions and energies into a constructive course of action," he added.

After boarding a bus on December 16, the student was attacked by the men who took turns raping her and assaulted her with an iron bar before they threw her off the moving vehicle.

Cameron: Britain 'On Right Track' For 2013

David Cameron has used his New Year's message to declare that Britain is "heading in the right direction" on all the big issues and can look forward to 2013 with "realism and optimism".

In a video address, the Prime Minister acknowledged 2012 was "tough", with many families finding it difficult to make ends meet - and admitted he had "no quick fixes" to the UK's economic problems.

But he cited evidence of "real progress" on cutting the state deficit, reforming welfare and improving school standards, which he said was preparing Britain to succeed in the "global race" with emerging economic giants like China and India for the jobs and opportunities of the future.

Mr Cameron said that his administration was "a Government in a hurry" which would not give in to pressure to slow the pace of deficit reduction or rein in reforms to welfare and education.

"This is my message to the country at the start of 2013," said the Prime Minister. "We can look to the future with realism and optimism.

"Realism, because you can't cure problems that were decades in the making overnight. There are no quick fixes and I wouldn't claim otherwise.

"But we can be optimistic too because we are making tangible progress. We are doing what's right for our country and what's best for our children's future."

Insisting that "we are on the right track", Mr Cameron said: "On all the big issues that matter to Britain, we are heading in the right direction and I have the evidence to prove it."

The deficit is forecast to be a quarter smaller at the New Year than it was when the coalition Government came to office. There are almost half a million more people in work, and more than 1,000 new academy schools have opened, said Mr Cameron.

And he hailed moves to take millions of low-paid workers out of income tax, freeze council tax bills and deliver the largest-ever increase in the state pension.

"This is, quite simply, a Government in a hurry," said Mr Cameron. "And there's a reason for that.

"Britain is in a global race to succeed today. It is a race with countries like China, India and Indonesia; a race for the jobs and opportunities of the future.

"So, when people say we can slow down on cutting our debts, we are saying no. We can't win in this world with a great millstone of debt round our necks.

"When people say we've got to stop our welfare reforms because somehow it is cruel to expect people to work, we are saying no. Getting people into good jobs is absolutely vital, not just for them, but for all of us.

"And when there is a fight on our hands to change our schools, we are ready and willing to have it, because having a world-class education is the only way our children are going to get on in this world."

He added: "This is what this Government is about: making sure Britain succeeds in this global race and, above all, helping our people succeed - the people who work hard and aspire to a better life for their families."

The message steered clear of the debates over Britain's future in the European Union - due to feature in a long-awaited speech by the Prime Minister in the coming weeks - and gay marriage, which have driven divisions through the Conservative Party over the past year.

Instead Mr Cameron looked back on 2012 as "an extraordinary year for our country", characterised by the Diamond Jubilee celebrations and the successful Olympics and Paralympics.

In response, Labour vice chair Michael Dugher said: "It's a case of more of the same from David Cameron.

"In his New Year message, Cameron talks of people who work hard in this country but he's the one hitting hard-working families on lower and middle incomes whilst cutting taxes for millionaires.

"David Cameron stands for the old divide and rule Tory approach of the past - he can't be the One Nation Prime Minister Britain needs.

"Cameron promised change but nothing is changing for the better. Britain's economy is failing under his policies over the last year, with nearly one million young people out of work.

"Prices are still going up faster than wages and borrowing is going up not down, over 7% higher this year than last year.

"This Prime Minister is out of touch, he stands up for the wrong people and he's failing to deliver for working people."
