Northern Ireland Bomb: Family's Lucky Escape

A policeman in Northern Ireland targeted by a car bomb was taking his family for Sunday lunch when he found the device, it has emerged.

Assistant Chief Constable George Hamilton revealed that the officer was going out with his wife and two young children when he checked his car as a matter of routine.

He found the bomb - believed to have been planted by dissident republicans - underneath his vehicle outside his home in Belfast.

The property is close to the Police Service of Northern Ireland (PSNI) headquarters at Knock and the Northern Ireland Assembly at Stormont.

"If that officer had not checked his car, we would have been looking at a murder or multiple murders," Mr Hamilton told a press conference as he appealed for witnesses to come forward.

"We believe the consequences of this would have been absolutely devastating for the officer, his family, for the police family and for the communities across Northern Ireland.

"For some reason, those people who are anti-peace, who are still hanging on to the past, who aren't prepared to move forward, have tried to murder this officer and his family.

"We consider that completely repugnant. It's inhumane. By any standards in any society, this is wrong and we utterly condemn this attack."

He warned that there was a severe threat level across Northern Ireland and appealed to officers to be vigilant and check under their cars.

It is hoped that the bomb will be useful as evidence because it was discovered and did not engage.

Justice minister David Ford said: "It is ironic that this latest attack was carried out so close to Stormont, where those who are democratically elected seek to move matters forward through debate.

"The people responsible for this and other recent attacks have no mandate and speak for no one. They need to recognise the futility of their campaign and respect the wishes of the vast majority of our community who want an end to all violent acts."

Dissidents have repeatedly targeted security force members in recent years.

Over the last five years there have been 115 arrests and 35 charges and 64 officers have had to leave their homes, a police spokesman said.

In November, long-serving prison officer David Black, 52, was shot dead in a motorway ambush in Co Armagh as he drove to work.

A group styling itself the "new IRA" claimed that attack. The faction was formed in the summer when a number of splinter groups joined forces.

In April 2011 newly qualified police officer Ronan Kerr, 25, died when a dissident booby trap car bomb exploded under his vehicle at his home in Omagh.

Hillary Clinton In Hospital With Blood Clot

US Secretary of State Hillary Clinton has been admitted to hospital after the discovery of a blood clot stemming from an accident earlier this month.

Mrs Clinton, 65, initially fell ill with a stomach bug that led to her fainting and sustaining a concussion. Officials had insisted she was recovering.

But her spokesman Philippe Reines said in a statement: "In the course of a follow-up exam today (Sunday), Secretary Clinton's doctors discovered a blood clot had formed, stemming from the concussion she sustained several weeks ago.

"She is being treated with anti-coagulants and is at New York Presbyterian Hospital so that they can monitor the medication over the next 48 hours.

"Her doctors will continue to assess her condition, including other issues associated with her concussion. They will determine if any further action is required."

Mrs Clinton has been off work since her return from her last foreign trip on December 7, although her staff have said she was working from home.

Her lengthy absence from public life had sparked claims from critics that she is trying to avoid testifying in a congressional investigation into a deadly attack on a US mission in Libya.

Earlier this month, the State Department said Mrs Clinton had contracted a bad stomach virus during her five-day stay in Europe. She had to cancel a planned trip to North Africa and Abu Dhabi due to the illness.

A week later, Mrs Clinton's doctors said she had become severely dehydrated due to the effects of the stomach bug and had fainted, suffering a concussion.

They recommended she rest at home and avoid the high-intensity travel she had been accustomed to taking as secretary of state.

Mrs Clinton has flown almost a million miles since taking office four years ago, visited 112 countries and spent some 400 days in a plane.

Her health kept her from giving evidence on December 20 about the attack on the US diplomatic post in the eastern Libyan city of Benghazi on September 11.

The assault, in which the US ambassador and three other American officials were killed, sparked a political firestorm in the United States, and Republicans criticised Mrs Clinton's absence from the hearings, calling on her to testify in January.

Mrs Clinton, who is due to step down from her post in early 2013, also stayed away from the White House last week when President Barack Obama nominated her replacement, veteran Senator John Kerry.

Auckland Kicks Off The New Year Knees Up

The countdown to 2013 has begun with a spectacular fireworks display in Auckland, New Zealand.

Crowds packed the city centre to watch the annual event at the city's Sky Tower, ensuring the new year was seen in with a bang.

There had been concerns that poor weather might hinder the pyrotechnic display but conditions held up and revellers were treated to a dazzling display of lights.

In London, the night sky is set to be illuminated with pyrotechnics to round-off a momentous year in the capital city.

The Mayor of London, Boris Johnson, who has organised the event, said: "Our New Year's Eve fireworks will cap a triumphant year for London.

"As we welcomed the world to the magnificent celebrations for the Queen's Diamond Jubilee and the glorious success of the Olympic and Paralympic Games, London was at its very best.

"From the thrilling sporting action to the breathtaking cultural celebrations, it has been an unforgettable year and I am immensely proud o the contribution that our Ambassadors made to that success.

"As we go into 2013 with a spectacular fireworks display I hope we can build on that energy and enthusiasm to make ours the best big city in the world."

Up to 250,000 people are expected to crowd on to the banks of the Thames to watch the display, with millions more seeing it on television.

Following their hard work during the London 2012 Games, more than 150 of the mayor's 'Team London Ambassadors' will volunteer at the event to help ensure it is a success.

They will be giving out maps, helping direct people to the viewing areas, and providing guidance and advice on getting home safely.

Scots rockers Simple Minds will be headlining the Hogmanay concert and street party in Edinburgh.

The View, Bwani Junction, Reverend and the Makers and The OK Social Club will also be playing to an anticipated crowd of 80,000, and fireworks will be set off to mark the start of 2013.

Sydney's fireworks are expected to be bigger than last year

Celebrations got under way in the city last night with a torchlight procession. A record crowd estimated at 35,000, including 7,000 torch carriers, were led by the massed pipes and drums and the Up Helly Aa' Vikings from Shetland.

The procession made its way through the city streets to the burning of the effigy of a Viking boat and a spectacular Son et Lumiere display on Calton Hill.

The central Pacific Ocean island of Kiritimati (Christmas Island) and the eastern-most island in the island nation of Kiribati were the first to usher in the new year at 1000 GMT.

Sydney will be the first major world city to see in the new year at 1300 GMT, with some 1.5 million people expected to attend the city's events.

As one of the largest new year events in the world, the traditional firework show on the Sydney Harbour Bridge will display more than 100,000 firework patterns, costing 6.5m Australian dollars (£4.2m).

American Samoa, an unincorporated territory of the US in the southern Pacific Ocean, will be the last place on Earth to herald in the new year on Tuesday at 1100 GMT.

Russia Plane Crash: Video Of Moment Of Impact

Video footage shows the moment a passenger aircraft crashed into a motorway in Russia after it overshot the runway.

The footage, captured from a vehicle on the motorway, shows luggage and other debris flying from the aircraft and hitting other cars on the road as the plane smashed into the ground.

Louds bangs can also be heard as the plane impacted with the ground and the cars were hit by the wreckage.

Four people - the pilot, co-pilot, flight engineer and a flight steward - were killed in the crash and another four seriously injured after the aircraft overshot a runway at Moscow's Vnukovo airport.

The Red Wing Airlines aircraft burst through a perimeter fence on to the motorway at Russia's third busiest airport.

Officials said the Tu-204 plane - travelling from the Czech Republic - was carrying eight crew members and no passengers. It broke into pieces and caught fire after crashing.

The passenger plane was sheared in two

The cockpit of the aircraft was sheared off from the fuselage and a large chunk gashed out near the tail during the impact.

Witnesses told state channel Rossiya-24 they saw a man thrown from the plane as it rammed into the barrier of the motorway and described pulling other people from the wreckage.

The airport was closed after the crash and flights were routed to Moscow's other airports, Sheremetyevo and Domodedovo.

Prior to Saturday's crash, there had been no fatal accidents reported for Tu-204s, which entered commercial service in 1995.

The plane is a twin-engine mid-range jet with room to carry about  210 passengers.

Investigators said preliminary findings pointed to pilot error as the cause of the crash.

Vnukovo is Russia's third biggest airport

The billionaire owner of Red Wing Airlines, Alexander Lebedev, said the pilot was experienced, with 14,500 hours of flying time.

The state news agency RIA Novosti cited an unidentified official at the Russian Aviation Agency as saying another Tu-204 had gone off the runway at the international airport in Novosibirsk, Siberia, on December 20.

The agency said that incident, in which no one was injured, was due to the failure of the plane's engines to go into reverse upon landing and that its brake system malfunctioned.

Russia and other former Soviet republics have some of the world's worst air traffic safety records - with a total accident rate three times the world average, according to the International Air Transport Association.

In April, 31 people were killed after a passenger jet crashed after takeoff in Siberia.

Another 44 people, including the Lokomotiv Yaroslavl ice hockey team, were killed when their aircraft smashed into a riverbank in September 2011.

Gang Rape Victim Cremated In New Delhi

The body of a woman who was gang raped on a bus in New Delhi has been cremated at a private ceremony held amid tight security.

The 23-year-old medical student was savagely beaten and raped for almost an hour before being thrown out of the moving vehicle.

She was transferred to Mount Elizabeth Hospital in Singapore for specialist treatment, but later died from severe organ failure.

Her body was flown back to India from Changi Airport with her parents, who were at her bedside when she was pronounced dead.

At the brief cremation ceremony in the southwestern Dwarka district of the city, the funeral pyre was lit after relatives and friends said their final prayers.

According to several mourners, the student was due in February to marry her boyfriend, who was injured in the same attack.

"They had made all the wedding preparations and had planned a wedding party in Delhi," Meena Rai, who had been shopping with the victim for wedding outfits, was reported as saying.

The funeral took place just hours after police said the six accused of murdering the student could face the death penalty if convicted.

Sky's India Correspondent Alex Rossi said: "The general thinking behind it as far as the prosecution service is concerned is that the way she was treated on that bus, the manner in which she was subjected to such a brutal attack, the fact that she was thrown from the bus whilst it was still moving and was unconscious suggests that they're fairly confident now that there was pre-meditation in the attack."

Her uncle has called for those responsible to be given the "strictest possible sentence".

"This is a very sad day, and a very very sad happening," he said. "My condolences are with my niece's family."

Sonia Ghandi, the president of India's National Congress, has promised to fight for change.

She said: "(The death) strengthens our resolve to fight with all our might, and all the powers of our laws and our administration, for the safety and protection of all women of our country, and to ensure swift and fitting punishment for the perpetrators of such brutal acts."

Police had braced for violent protests, but most passed of peacefully

More than 1,000 protesters gathered in New Delhi city centre for a sit-in, demanding political change to protect women from violence.

Thousands more took part in a candlelight vigil.

The area is home to the president's palace, the prime minister's office and key defence, foreign affairs and home ministries.

Authorities feared a repeat of demonstrations a week ago, where police fired tear gas and water cannon at activists after violence broke out.

Police spokesman Rajan Bhagat said: "We have booked all six accused under section 302 of the Indian Penal Code.

"It is a non-bailable offence which carries the death sentence."

Formal charges are expected to be filed by January 3.

Indian Prime Minister Manmohan Singh said he was deeply saddened by the woman's death and described the reaction to the case as "perfectly understandable from a young India and an India that genuinely desires change".

"It would be a true homage to her memory if we are able to channel these emotions and energies into a constructive course of action," he added.

After boarding a bus on December 16, the student was attacked by the men who took turns raping her and assaulted her with an iron bar before they threw her off the moving vehicle.

Cameron: Britain 'On Right Track' For 2013

David Cameron has used his New Year's message to declare that Britain is "heading in the right direction" on all the big issues and can look forward to 2013 with "realism and optimism".

In a video address, the Prime Minister acknowledged 2012 was "tough", with many families finding it difficult to make ends meet - and admitted he had "no quick fixes" to the UK's economic problems.

But he cited evidence of "real progress" on cutting the state deficit, reforming welfare and improving school standards, which he said was preparing Britain to succeed in the "global race" with emerging economic giants like China and India for the jobs and opportunities of the future.

Mr Cameron said that his administration was "a Government in a hurry" which would not give in to pressure to slow the pace of deficit reduction or rein in reforms to welfare and education.

"This is my message to the country at the start of 2013," said the Prime Minister. "We can look to the future with realism and optimism.

"Realism, because you can't cure problems that were decades in the making overnight. There are no quick fixes and I wouldn't claim otherwise.

"But we can be optimistic too because we are making tangible progress. We are doing what's right for our country and what's best for our children's future."

Insisting that "we are on the right track", Mr Cameron said: "On all the big issues that matter to Britain, we are heading in the right direction and I have the evidence to prove it."

The deficit is forecast to be a quarter smaller at the New Year than it was when the coalition Government came to office. There are almost half a million more people in work, and more than 1,000 new academy schools have opened, said Mr Cameron.

And he hailed moves to take millions of low-paid workers out of income tax, freeze council tax bills and deliver the largest-ever increase in the state pension.

"This is, quite simply, a Government in a hurry," said Mr Cameron. "And there's a reason for that.

"Britain is in a global race to succeed today. It is a race with countries like China, India and Indonesia; a race for the jobs and opportunities of the future.

"So, when people say we can slow down on cutting our debts, we are saying no. We can't win in this world with a great millstone of debt round our necks.

"When people say we've got to stop our welfare reforms because somehow it is cruel to expect people to work, we are saying no. Getting people into good jobs is absolutely vital, not just for them, but for all of us.

"And when there is a fight on our hands to change our schools, we are ready and willing to have it, because having a world-class education is the only way our children are going to get on in this world."

He added: "This is what this Government is about: making sure Britain succeeds in this global race and, above all, helping our people succeed - the people who work hard and aspire to a better life for their families."

The message steered clear of the debates over Britain's future in the European Union - due to feature in a long-awaited speech by the Prime Minister in the coming weeks - and gay marriage, which have driven divisions through the Conservative Party over the past year.

Instead Mr Cameron looked back on 2012 as "an extraordinary year for our country", characterised by the Diamond Jubilee celebrations and the successful Olympics and Paralympics.

In response, Labour vice chair Michael Dugher said: "It's a case of more of the same from David Cameron.

"In his New Year message, Cameron talks of people who work hard in this country but he's the one hitting hard-working families on lower and middle incomes whilst cutting taxes for millionaires.

"David Cameron stands for the old divide and rule Tory approach of the past - he can't be the One Nation Prime Minister Britain needs.

"Cameron promised change but nothing is changing for the better. Britain's economy is failing under his policies over the last year, with nearly one million young people out of work.

"Prices are still going up faster than wages and borrowing is going up not down, over 7% higher this year than last year.

"This Prime Minister is out of touch, he stands up for the wrong people and he's failing to deliver for working people."

Bradley Wiggins Knighted In New Year Honours

Britain's gold rush during the London Olympic and Paralympic Games has led to 78 athletes and coaches being named in the New Year Honours List.

Among the top honours are knighthoods for cyclist Bradley Wiggins and yachtsman Ben Ainslie, while Paralympic cyclist Sarah Storey becomes a Dame.

Dave Brailsford and David Tanner, the Performance Directors who have ensured that Britain now leads the world in cycling and rowing are also rewarded with knighthoods.

Every British athlete who won a gold medal in the Olympics or Paralympics is included in the list unless they have already been honoured in the past.

So Sir Chris Hoy, who was knighted after the Beijing Games, is omitted from the list despite adding two more gold medals to his career tally of six.

Somali-born middle-distance runner Mo Farah becomes a Commander of the Order of the British Empire for his stunning double gold medal performances in the 5,000m and 10,000m.

He joins four other competitors who become CBEs having previously collected the MBE (Member of the Order of the British Empire) - rower Katherine Grainger, cyclist Victoria Pendleton, heptathlete Jessica Ennis and wheelchair athlete David Weir.

Sir Bradley admitted to having mixed feelings about receiving a knighthood. Born in Kilburn, he is now almost as famous for his sideburns and Mod image as his cycling exploits.

This was the year he became the first Briton to win the Tour De France, and he also won the Olympic Time Trial title and the BBC Sports Personality of the Year award.

He told Sky News: "It's an incredible honour and it's an incredible thing to have. It's still not something that sits incredibly easily with me, I don't think it's something I'm going to use in daily life.

"(It's) an amazing thing to have in the drawer for my wife my kids and my family. It's topped the year off really."

Dame Sarah Storey first won Paralympic gold as a swimmer, and achieved even greater success when she switched to cycling.

A birth defect means she does not have a left hand, but she also competes against able-bodied cyclists and was pushing for a place in the Olympic squad.

"I really hope that everybody who's been connected to what I've done feels a part of what has happened," she told Sky News.

"To be honoured in this way - the top gong as you might say - you never even imagine or dream of it. It's just beyond your wildest dreams."

Her boss, Dave Brailsford, becomes Sir Dave after overseeing not just the Olympic triumphs, but the rise of Team Sky as a professional road racing team. Like Sir Bradley he is struggling to adjust to the adulation.

He said: "[It feels] very strange. On the one hand you feel proud and honoured, on the other hand it feels quite humbling really.

"It's a recognition for everything that's happened in cycling over a period of time. I'm the lucky one who gets recognised."

Jessica Ennis CBE told Sky News: "It sounds very surreal. It's such an honour.

"When you get involved in sport, and when I started, it certainly wasn't something that I ever thought of, so to now be in this position at 26 and be receiving a CBE is such an honour."

Cyclists Jason Kenny and his girlfriend Laura Trott end 2012 sharing four gold medals and two OBEs (Officer of the Order of the British Empire).

Christiansen told Sky News: "As athletes we work towards getting gold medals but this is the icing on the cake to be recognised."

Lord Coe, the mastermind of the Games, becomes a companion of honour, but one notable absentee from the list is film director Danny Boyle, the creator of the opening ceremony.

He appears to be one of the minority who for various reasons decline to be honoured.

Forecast Floods May Make 2012 Wettest Ever

Large parts of Britain have been told to prepare for more heavy rain, gales and possible flooding this weekend.

The Environment Agency (EA) said that the west of the UK is expected to take the brunt of further wet weather, with many areas still saturated with water from before Christmas, when floods forced many to flee their homes.

The Met Office forecast heavy rain on Saturday, and then for Sunday into Monday morning.

There are scores of flood warnings and about 200 flood alerts in place across the country, with the Midlands, the South East and South West worst affected.

Pete Fox, the EA's flood risk manager, said: "Flooding is devastating at any time of year, but particularly at Christmas. Unfortunately, more heavy rain is forecast for this weekend.

"As a result, we're urging people, particularly those in North Wales and western England, to remain vigilant to flooding.

"We're working around the clock to continue to protect homes and businesses from flooding and there are also things that people can do to protect themselves and their properties.

"If you're driving home this weekend, give yourself extra time to make your journey, check your route before travelling and avoid driving through flood water. Check the risk of flooding for your property and, if you're at risk, move valuable items to safety."

Water levels in Worcester reached three metres last week

The warning comes as the UK teeters on the brink of this year being the soggiest since records began more than a century ago.

According to the Met Office just 1.8in (46mm) of rain is needed to fall before December 31 to make this year the wettest on record for the UK overall. 

A new record has already been set for England with 43.1in (1,095.8mm) falling between January 1 and Boxing Day.

The UK as a whole had 50.8in (1,291.2mm) of rain from January 1 to December 26. The wettest year on record for the UK is currently 2000, when 52.6in (1,337.3mm) of rain fell.

Warnings and alerts have been commonplace since the end of November when deluges flooded homes across the country, causing rivers to burst their banks and roads to become impassable.

Pockets of the UK have had to endure being cut off temporarily, with homes evacuated and residents forced to seek refuge elsewhere, while the country's public transport system has been brought to its knees.

The recent heavy rain, coupled with late-running engineering work and other problems, has meant a miserable return to work for train travellers since Thursday.

First Great Western said the main line in the South West, which has been closed since before Christmas because of flooding between Exeter St Davids and Tiverton, is expected to reopen later today.

"These sit-ins are going to continue for a long time. This crime has shocked the country, rape is something this country has been dancing around for the last 30 or 40 years."

Shortly before midnight on May 31, 1982, a phone rang in Downing Street. On the other end was the US President Ronald Reagan.

More than two and a half thousand miles away, on the Falkland Islands, British Forces were preparing for the Battle of Stanley. It would be the decisive fight in the conflict and would ultimately result in a ceasefire and Argentinian surrender just two weeks later, but Mr Reagan was calling to make a last-ditch appeal to broker a truce.

He told his close friend Margaret Thatcher that diplomacy should be given a final chance of success and suggested sending a US-led international peacekeeping force to the islands. Mrs Thatcher was having none of it.

She had not dispatched a British Task Force to the Southern Atlantic to just "hand over the Queen's islands to a contact group" she told the US president. She made it clear to Mr Reagan that too many British lives had been lost and ships sunk to back away now.

The only acceptable solution for Mrs Thatcher was a full Argentinian withdrawal. Nothing less. It was a rare falling out between the two leaders and in part an indication of divided opinion within the Washington administration but Mrs Thatcher made clear to Mr Reagan that without America's help Britain had been forced to go it alone and so Britain would call the shots - negotiation was not an option.

Days later the prime minister wrote a telegram to General Galtieri, the Argentinian leader: "In a few days the British flag will be flying over Port Stanley. In a few days also your eyes and mine will be reading the casualty lists.

"On my side, grief will be tempered by the knowledge that these men died for freedom, justice and the rule of law. And on your side? Only you can answer that question."

The telegram was never sent. Her confident prediction of British victory was correct.

The newly released files, held in secret by the National Archive under the 30-year rule, also reveal that a British air attaché stationed in Brazil, uncovered a plot by Libya to supply arms to Argentina during the conflict. With the help of a source at Recife Airport in Brazil he discovered that Colonel Muammar Gaddafi was using the South American country as a dropping off point to fly weapons into neighbouring Argentina.

At one point, under the cover of darkness, the attaché came within five yards of a Aerolineas Argentinas plane on the tarmac. He reported seeing a nervous and armed crew guarding the plane, and the aircraft's Captain talking with the Argentinian Consul to Brazil.

George Harding, the British Ambassador in Brasilia at the time, warned against taking any direct action for fear of an "immediate and adverse" reaction from Brazil. Instead the Foreign Office leaked the information out through another country in order to publicly embarrass Brazil.

The Falklands conflict tested relations with a number of other countries.

Although publicly grateful for French support, realisation that Argentina was attacking British ships with French-made Exocet missiles strained the Anglo-French friendship to breaking point.

Mrs Thatcher asked President Francois Mitterrand for assurances that no Exocet missiles would fall into Argentinian hands. Mr Mitterand agreed but within days British intelligence had discovered an order from Peru of four Exocet missiles.

Even the French security services agreed with their UK counterparts that the missiles would inevitably end up in Argentina, but Mr Mitterand, who had originally agreed to delay the shipment until the conflict was over, was put under pressure by the Peruvian government. They had told other Latin American countries that France was stalling with the order and agreeing to Britain's demands, thereby threatening all French contracts with countries in the region.

Mrs Thatcher's reaction was close to apoplectic.

"If it became known, as it certainly would, that France was now releasing weapons to Peru that would certainly be passed on to Argentina for use against us, France's ally, this would have a devastating effect on the relationship between our two countries," she wrote in a telegram to Mr Mitterand.

"Indeed, it would have a disastrous effect on the alliance (Nato) as a whole. This is the last thing that either of us would wish. I greatly hope therefore that for the time being you will be able to find some way of keeping these missiles in France."

The threat worked. France informed Peru the delivery would be delayed. The explanation given? "Political reasons".
